EAST, STE. 220 CARLSBAD, CA 92010 j {ci~of Carlsbad 8FILE COPY SUBJECT: PRE 2023-0062 (DEV2023-0151) -PRELIMINARY HOUSING DEVELOPMENT (SB-330) PRE-APPLICATION -JUNIPER COAST HOMES APN: 204-240-22-00 Dear Mr. Moeller, The Planning Division is in receipt of the Senate Bill 330 (SB-330) preliminary housing development pre- application for the JUNIPER COAST HOMES project, application no. PRE 2023-0062, submitted on November 16, 2023. The JUNIPER COAST HOMES project consists of 21 condominium units, including a five percent density bonus and one low-income inclusionary housing unit. A total of one concession and five waivers to the development standards are proposed in conjunction with the density bonus request. A total of 48 vehicular parking spaces are proposed through a combination of visitor and private garage parking. The JUNIPER COAST HOMES project qualifies as a housing development project pursuant to paragraph (2) of subdivision (h) of Section 65589.5 of the Government Code. City staff has determined the items submitted with the subject SB-330 preliminary housing development pre-application satisfy the requirements pursuant to Government Code Section 65941.1. The preliminary application is therefore "deemed submitted" as of December 20, 2023. As such, pursuant to Government Code Section 65589.5, the JUNIPER COAST HOMES project shall be subject only to the ordinances, policies, and standards adopted and in effect as of December 20, 2023. Pursuant to Government Code Section 65941.1, the city looks forward to the submittal of the development application consistent with Sections 65940, 65941, and 65941.5 within 180 calendar days from the "deemed submitted" preliminary application date of December 20, 2023, or no later than June 12, 2024.
