CALL TO ORDER: 6 p.m.
ROLL CALL: Cortes-Torres, Collins, Chang, Ydigoras.
Absent: Berger.

PLEDGE OF ALLEGIANCE: Vice -Chair Cortes-Torres led the Pledge of Allegiance.
APPROVAL OF MINUTES:
Minutes of the Regular Meeting held on June 8, 2023
Motion by Commissioner Chang, seconded by Commissioner Ydigoras, to approve the minutes
as presented. Motion carried, 3/1/1 {Collins -Abstain; Berger -Absent).
PRESENTATIONS: Certificates of appreciation presented to outgoing Housing Commissioners
PUBLIC COMMENT: None.
DEPARTMENTAL REPORTS:
1. HOMELESSNESS ACTION PLAN ANNUAL REPORT AND FISCAL YEAR 2024-2025 FUNDING
PLAN: Adopt a resolution recommending approval of the Fiscal Year 2024-25 Homelessness
Action Plan Funding Plan and the Housing Trust Fund expenditures. (Staff contact: Chris
Shilling)
Recommended Action: Receive the report and adopt the resolution.
Homeless Services Manager Chris Shilling and Senior Program Manager Jessica Klein reviewed
a Power Point presentation (on file with the Office of the City Clerk). Carlsbad Police Sergeant
Ron DeMent provided comments about the Police Homeless Outreach Team.
Commissioners received the report and provided comments.
Motion by Vice-Chair Cortes-Torres, seconded by Commissioner Collins, to adopt Resolution
No. 2023-008. Motion carried, 4/0/1 (Berger -Absent).
2. HOUSING COMMISSION MEETING SCHEDULE: Adopt a resolution approving the 2024
Housing Commission meeting schedule and amending the 2023 meeting schedule. (Staff
contact: Mandy Mills)
Recommended Action: Adopt the resolution.

Housing and Homeless Services Director Mandy Mills proposed the 2024 Housing
Commission meeting schedule and amendments to the 2023 meeting schedule based on
consensus of commissioners.
Commissioners reviewed the schedule and provided comments.
Motion by Commissioner Cortes-Torres, seconded by Commissioner Collins, to amend and
adopt Resolution No. 2023-009 with only the 2023 amendments and to table the 2024
meeting schedule until the full commission can review it and provide feedback. Motion
carried, 4/0/1 (Berger -Absent).
COMMISSION COMMENTS AND REQUESTS FOR CONSIDERATION OF MATTERS:
Vice-Chair Cortes-Torres thanked the staff and encouraged the public to attend meetings.
Commissioner Chang agreed.
Commissioner Ydigoras stated that the Housing Commission meeting schedule should not be
based on disabilities and/or employment status.
STAFF COMMENTS: None.

By proper motion, the Regular Meeting of the Housing Commission was adjourned at 7:06 p.m.
