Executive Summary The Carlsbad Municipal Code (CMC) established a Housing Commission to advise the City Council on housing related matters. CMC Chapter 2.40 states the Housing Commission shall elect from among its appointed members a Chair and Vice-Chair. Discussion The Housing Commission was established to advise and make recommendations to the Community Development Commission (the governing body of the Carlsbad Housing Authority) and/or the City Council on issues related to affordable housing. The Chair and Vice-Chair are selected by the members of the commission. The Chair’s role is to preserve order and decorum at all meetings of the advisory body, announce the advisory body’s decisions and decide questions of order. The Chair is responsible for ensuring the effectiveness of the group process. A good Chair balances moving the discussion forward involving all members of the advisory body and by allowing for adequate public participation. In the absence of the Chair, the Vice- Chair shall act at the presiding officer. Any member is eligible to be appointed Chair or Vice-Chair.
