(NOVA) during grading for the above-referenced project. This report addresses only the geologic and geotechnical considerations associated with the project’s construction. The services described herein were performed by NOVA for Carlsbad Unified School District. NOVA is retained by Carlsbad Unified School District as Geotechnical Engineer-of-Record (GEOR) for this work. Based on the observations and testing reported herein, NOVA certifies that the soil engineering and engineering geologic aspects of the grading are in compliance with the approved geotechnical reports and the grading plans provided by FPL and Associates, Inc. (Drawing No. 528-2A). Affected in part by civil redesigns, the entire modernization project was completed over a period of about three years, in distinct construction efforts denoted herein as ‘Phase 1’ and ‘Phase 2’. The principal elements of work for each of the phases are abstracted below. • Phase 1. Completed over the period July 2020 to September 2021, and provided earthwork related to the construction of pads for a series of new classrooms, a classroom addition, utilities, a playground area, and new pavements. • Phase 2. Completed over the period June 21, 2023 to August 17, 2023, and provided earthwork for new storm drains, water treatment ponds, playground equipment areas, new pavements, and walkways. This report addresses Phase 2 only. Reporting related to Phase 1 is submitted under separate cover. Report of As-Graded Geotechnical and Geologic Conditions Hope Elementary School Modernization Phase 2, Carlsbad, CA NOVA Project No. 1023075 October 6, 2023 2 BACKGROUND Location The subject site (hereinafter, ‘the site’) is located within the Hope Elementary campus, comprising one area on the north side of the campus and one area on the south. The school campus is nominally located at 3010 Tamarack Avenue in Carlsbad, California. The site on the north part of the campus is bounded by natural slopes on the north and east, classroom buildings to the south, and Tamarack Avenue to the east. The site on the south part of the campus is bounded by natural slopes to the west and south, classroom buildings to the north, and Tamarack Avenue to the east. Figure 1 depicts the approximate areas where Phase 2 construction efforts took place. Figure 1. Associated improvements include underground storm drain utilities, asphalt pavements, walkways, and landscaping. Plate 1: As-Graded Geotechnical Map presents the site layout. Permitted Design Documentation Geotechnical The design basis geotechnical report is Report, Geotechnical and Geohazard Investigation, Hope Elementary School Modernization, 3010 Tamarack Avenue, Carlsbad, California, NOVA Services Inc., Project No. 2019157, September 5, 2019 (hereinafter, ‘NOVA 2019’). Construction Permitted construction drawings addressing earthwork are provided in Grading Plans For: Hope Elementary School, FPL and Associates, Inc., Project Number PD2020-0049, October 15, 2019 (hereinafter, ‘FPLA 2019). OBJECTIVES AND SCOPE OF NOVA’S SERVICES Objectives The objective of the work reported herein was twofold, namely: (i) to observe geologic conditions encountered during grading, and (ii) to document that earthwork/grading was completed in conformance with the requirements of the design documentation listed above. Scope In order to accomplish the above objectives, NOVA undertook the scope of services abstracted below during the period of relevant construction, June 21, 2023 to August 17, 2023. 1. Observation and Testing. NOVA performed observation and testing as requested by the contractor during grading (removals and compaction) and post-grading (pavements and utilities) operations. Quality Assurance (QA) in-place density testing of soils placed as compacted fills and backfills was performed after ASTM D6938 (‘In-Place Density and Moisture by Nuclear Methods’). The density of the asphaltic wearing surface of pavements was determined after ASTM D2950 (‘Standard Test Method for Density of Bituminous Concrete by Nuclear Methods’). The approximate locations of the density tests conducted for this work are shown on the attached Plates. The laboratory test results are presented in Table I. The field in-place density test results are summarized in Table II. 2. Laboratory Testing. The field density testing was supported by laboratory testing of representative samples of soils utilized for fills, backfills, and pavement materials in accordance with ASTM D1557. The test results are presented in Table I. The indications of this testing are the basis for NOVA’s judgments regarding the relative compaction of the fills placed. NOVA provided technical support in response to geotechnical-related issues that arose during construction. 4. Reporting. NOVA provided reporting during the conduct of the work. Preparation of this report completes NOVA’s scope of services. OBSERVED SOIL AND GEOLOGIC UNITS General The adequacy of earthwork was determined in part by observation of earthwork operations by NOVA staff familiar with the requirements for earthwork in the Carlsbad area and familiar with both the specific intent and specific requirements of this project. This observation was the basis for selection by NOVA of locations for testing of density and for recovery of samples for laboratory testing. The following subsections provide discussion regarding NOVA’s observations of the geologic units. Engineered Artificial Fill Placed by NOVA (af) During grading for the subject development, previously placed fills and excavated Santiago Formation were removed and replaced as compacted engineered fill after ASTM D6938 (‘In-Place Density and Moisture by Nuclear Methods’). All of this earthwork was the object of QA observation, testing, and technical support by NOVA, as described above. Santiago Formation (Tsa) As reported in NOVA 2019 and encountered during grading operations in the field, the site is underlain by medium to very dense formational sandstones of the Santiago Formation. These deposits generally consisted of white to light gray silty sandstones. CONSTRUCTION SUMMARY General NOVA provided part-time observation of earthwork operations, as requested by the contractor. The description of earthwork operations provided in the following subsections reflects observations by NOVA during its presence on-site and may not reflect all work by the contractor. Construction of relevance to this report was completed during the period June 21, 2023 to August 17, 2023. The contractor was Lusardi Construction Co. The specialty earthwork subcontractor was Pratt Construction. Storm drain line utilities were installed by Trinity Construction, Inc. Installment of pavements and pavement materials was completed by RAP Engineering, Inc. Site Preparation Prior to earthwork operations, debris, topsoil, and vegetation in the areas being improved were removed and disposed of off-site. Report of As-Graded Geotechnical and Geologic Conditions Hope Elementary School Modernization Phase 2, Carlsbad, CA NOVA Project No. 1023075 October 6, 2023 5 Operations The grading subcontractor utilized a variety of medium to heavy-duty equipment to perform the earthwork. Equipment included: tracker dozers, wheel loaders, backhoes, tracked excavators, rollers, and sheepsfoot compaction wheels. Manually operated reciprocating hammers were used where access to larger equipment was limited. Lunch Canopy Structure Foundations NOVA observed soils exposed during excavation for the isolated foundations for the support of the lunch shelter. The foundation excavations were observed by NOVA to be properly dimensioned and embedded into proper bearing strata. Water Treatment Ponds NOVA observed the construction of two water treatment ponds throughout the site. Earthwork for the basins primarily consisted of cutting to grade; however, fill was placed around the ponds to achieve finished grade for grass field and landscaping areas. Fill placed in these areas was placed in loose lifts of typically 8 to 10 inches and densified to at least 90% relative compaction at near optimum moisture content after ASTM D1557 (the ‘Modified Proctor’) in accordance with the project specifications. NOVA was not requested to observe any soil media placed within the BMPs. Figure 2 depicts the earthwork operations for a water treatment pond. Figure 2. Earthwork for the basins primarily consisted of cutting to grade; however, fill was placed around the basins to achieve finished grade for the grass field landscaping areas. Fill placed in these areas was placed in loose lifts of typically 8 to 10 inches and densified to at least 90% relative compaction at near optimum moisture content after ASTM D1557 (the ‘Modified Proctor’) in accordance with the project specifications. NOVA was not requested to observe any soil media placed within the BMPs. Figure 3 depicts fill being placed and compacted on the outer edges of the tree well basin. Figure 3. Grading Operations for the Tree Well Basin (June 29, 2023) Post Grading Storm Drain Utility Lines and Structures NOVA observed backfilling operations for several storm drain utility line trenches. Characteristically sandy utility backfill was moisture conditioned to near optimum moisture content and compacted to at least 90% relative compaction after ASTM D1557 using manually operated reciprocating hammers and a sheepsfoot wheel attached to tracked excavators. Figure 4 depicts the compaction of the utilities. Compaction of Backfill for Storm Drain Structure (July 5, 2023) Flexible Pavements Construction of flexible pavement sections for recreation use and for walkways between structures included the sequence of operations described below. 1. Step 1, Subgrade Preparation. Subgrade preparation for construction of paved areas consisted of removing 2 feet of existing soils and scarifying the surficial soils, moisture conditioning, and densification of the bottoms of removals. Where Santiago Formation was exposed during removals, over-excavation to 2 feet was not required. In either case, soils were then replaced and densified to a depth of 12 inches to at least 95% relative compaction after ASTM D1557. 2. Step 2, Base Course. An approximately 4 to 6.5-inch-thick layer of recycled class II aggregate base for driveways, recreational areas, and walkways was densified to at least 95% of the material’s maximum density. 3. Step 3, Wearing Surface. An approximately 3 to 4-inch-thick asphaltic wearing surface was spread in loose lifts and densified by static rolling. Figure 5 depicts Step 3 of the above-described paving operations. Paving Operations for Area Surrounding Playground (August 13, 2021) Flatwork Flatwork subgrade preparation consisted of performing excavations of approximately 12 inches of soils from the planned finished grade elevations or to contact with Santiago Formation, whichever occurred first. Exposed soils were then scarified, moisture conditioned, and densified to a depth of 12 inches to at least 90% relative compaction after ASTM D1557. Thereafter, soil was moisturized to near optimum moisture content and then spread in loose lifts of typically 4 to 8 inches. Soils were then densified to at least 90% relative compaction after ASTM D1557 in accordance with the project specifications. CONCLUSIONS AND LIMITATIONS Observed Geologic and Soil Conditions Based on the observations and testing reported herein, NOVA certifies that the soil engineering and engineering geologic aspects of the grading are in compliance with the approved geotechnical report (NOVA 2019) and the grading plans provided by FPL and Associates, Inc (Drawing No. 528-2A). Report of As-Graded Geotechnical and Geologic Conditions Hope Elementary School Modernization Phase 2, Carlsbad, CA NOVA Project No. 1023075 October 6, 2023 9 Limitations Testing and Observation This report presents opinions, information, and data relative to the earthwork at the subject site. Representatives of NOVA conducted testing and made observations per the request of the general contractor during the progress of the construction to evaluate conformance with the project requirements. The testing by NOVA indicates that the earthwork observed conforms with the project requirements for placement and densification. Results presented herein are only representative of the samples and areas tested. As with any manufactured product, there are statistical variations in the uniformity of an earth fill and in the accuracy of the test used to measure its qualities. As compared with other manufactured products, earthwork usually has wider fluctuations in both the product and the test results. Variations in material properties are inherent in any earthwork operation and should be expected at this site. Survey References to elevations and locations herein were based on surveyors or grade checker stakes in the field and from the project grading plans prepared by FPL and Associates, Inc (FPLA 2019). NOVA did not provide construction surveying services. NOVA has no opinion regarding the accuracy of the elevations or surface geometry with respect to the approved plans. Supervision The presence of NOVA personnel during the work progress did not involve any direct supervision of the contractor or their work forces. Professional and technical advice and recommendations were provided to the owner during the conduct of the work, based upon NOVA’s observations and evaluations.
