CALL TO ORDER: 5:30 p.m. ROLL CALL: Winston, Rasines, Sander, Gisbert. Absent: Allemann, Bartels. Counci l Chamber 1200 Carlsbad Village Drive Carlsbad, CA 92008 PLEDGE OF ALLEGIANCE: Commissioner Rasines led the Pledge of Allegiance. APPROVAL OF MINUTES: Minutes of the Regular Meeting held on Oct. 16, 2023 Motion by Commissioner Rasines, second by Commissioner Sander, to approve the Minutes as presented. Motion carried, 4/2 (Allemann, Bartels -Absent). PRESENTATIONS: None. CONSENT CALENDAR: None. PUBLIC COMMENT: None. PUBLIC HEARINGS: None. DEPARTMENTAL REPORTS: 1. ACCEPTANCE OF HERITAGE TREE NOMINATIONS-Review and take action on recent nomina- tions of trees to be added to the Heritage Tree inventory. (Staff Contact: Todd Reese, Parks & Recreation Department) Recommendation : Accept the nominations of the trees and recommend the City Council's approval of the Heritage Tree designations. Parks Services Manager Todd Reese and Parks/Trees Supervisor Morgan Rockdale presented the item with a PowerPoint presentation (on file in the Office of the City Clerk). Motion by Chair Winston, second by Commissioner Gisbert, to accept the nominations of the trees and recommend the City Council's approval of the Heritage Tree designations. Motion carried, 4/2 (Allemann, Bartels -Absent). 2. PARKS & RECREATION COMMISSION WORK PLAN FOR 2024 -Review, provide feedback and recommend approval by the City Council for the 2024 Parks & Recreation Work Plan. (Staff Contact: Mick Calarco, Parks & Recreation Department) Nov. 20,2023 Parks & Recreation Regular Meeting Page 2 Recommendation: Accept the Commission's Work Plan for 2024 and recommend its approval by the City Council. Recreation Services Manager Mick Calarco presented the item with a PowerPoint presenta- tion (on file in the Office of the City Clerk). Motion by Chair Winston, second by Commissioner Gisbert to accept the annual work plan for 2024 as edited and recommended its approval by the City Council. Motion carried, 4/2 (Allemann, Bartels -Absent). 3. PARKS & RECREATION DEPARTMENT REPORT-Receive a report on recently completed and upcoming Parks & Recreation Department activities, donations and grants, as well as other topics of interest. (Staff Contact: Mick Calarco, Parks & Recreation Department) Recommendation: Receive the report. Recreation Services Manager Mick Calarco and Parks Services Manager Todd Reese pre- sented the item with a PowerPoint presentation (on file in the Office of the City Clerk). Commission received the report. COMMISSION COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS: This portion of the agenda is for the Commission to make brief announcements, brief reports of their activities and requests for future agenda items. Parks & Recreation Director Kyle Lancaster acknowledged Chair Winston's request to bring an item on the Parks & Recreation Department parks/facilities tour to the Commission for consider- ation at a future date in the spring. DIRECTOR'S COMMENTS: Parks & Recreation Director Kyle Lancaster advised the Commission of Commissioner Sebahar's recent resignation, recognized the Commissioner's three years of service to the city, and pro- vided the next steps in filling the Commissioner vacancy. Parks & Recreation Director Lancaster also reminded the Commission of a Resource Guide for Board, Commission & Committee Mem- bers that had been emailed to them on Oct. 26, 2023, by City Clerk Services Manager Faviola Medina. Parks & Recreation Director Lancaster indicated he had received a request for the Com- missioners to take particular note of the steps for Preparing Motions on page 14 of the guide.
