REQUEST: The applicant is requesting approval of a Conditional Use Permit to allow construction of a greenhouse using sheet plastic on property located at 1590 Basswood Drive. 11. RECOMMENDATION: Staff recommends that CUP-107 be APPROVED for the following reasons: 1. The requested use is necessary or desirable for the development of the community, is essentially in harmony with the various elements and objectives of the general plan, and is not detrimental to existing uses or to uses specifically permitted in the zone in which the proposed use is to be located because: a) The General Plan indicates that agriculture is a desirable interim use for land within the City's core. b) The greenhouses can be a compatible neighbor to the surrounding rear yards of residential lots. 2. The site for the intended use is adequate in size and shape to accommodate the use because the site is flat and regularly shaped. 3. All of the yards, setbacks, walls, fences, landscaping, and other features necessary to adjust the requested use to existing or permitted future uses in the neighborhood will be provided and maintained in that: a) The site will be separated from surrounding lots by existing embankments. b) The site will be surrounded by a view obscuring fence. 4. The street system serving the proposed use is adequate to properly handle all traffic generated by the proposed use because traffic generation from the use will be smal 1. The approval is granted for the land described in the application and any attachments thereto, and as shown on the plot plan submitted labeled Exhibit A, dated 2/20/75. The location of all buildings, fences, signs, roadways, parking areas, landscaping, and other facilities or features shall be located substantially as shown on the plot plan labeled Exhibit A, except or unless indicated otherwise herein. Unless the construction of the structure or facility is commenced not later than one year after the date the approval is granted and is diligently pursued thereafter, this approval will auto- matically become null and void. All requirements of any law, ordinance or regulation of the State of California, City of Carlsbad, and any other governmental entity shall be complied with. The applicant shall install a view obscuring wall or hedge on all sides abutting lots with residences in a manner acceptable to the Planning Director. The applicant shall keep the plastic greenhouse covering in good repair at all times. The use shall be subject to periodic review by City staff to ensure that this condition is being met. The applicant shall limit building coverage to forty percent of the total lot area. I I I. BACKGROUND: A. B. C. D. Subdivision of the subject lot is not feasible unless it is coordinated with other properties. Under these circumstances, agricultural use is the only use presently available to the site. H. Environmental Impact Requirements: The applicant filed an Environ- mental Impact Assessment for grading and construction of the green- houses. The project was declared to have a non-significant effect on the environment because it does not appreciably alter the landforms and allows for only agricultural use. I. The project has several beneficial features in this respect: the lot is lower than the lots to the west, visibility from the street will be restricted, the project will front on the rear yards of existing residences, and visibility from residences is limited. Because the slope of the site is to the street, drainage is not anticipated to be a concern. For these reasons, Staff believes that the use can be adjusted to the neighborhood. V.
