Recommended Action
Receive a presentation on the status of permanent public art projects including Barrio Traffic
Circle, Chestnut Avenue Underpass and Veterans Memorial Park.
Executive Summary
Community Arts Coordinator Tonya Rodzach will present a report summarizing the latest
developments with permanent public art projects.
Explanation & Analysis
To support arts and culture in Carlsbad, the Carlsbad Municipal Code (2.18.110) requires that a
minimum of 1% of the cost of certain construction projects be dedicated to public art. Three
current public art projects are currently seeking community input:
Barrio Traffic Circle public art
This public art will be in the middle of a new traffic circle planned at the intersection of Pine
Avenue and Harding Street. The artwork should reflect the Barrio neighborhood’s identity and
cultural and historic heritage.
Chestnut Avenue I-5 Underpass public art
This public art will be at the entryways to the Chestnut Avenue I-5 underpass that links the
neighborhoods around Holiday Park on the east side of the freeway and the city’s Barrio
community on the west side. An art installation at this currently undistinguished freeway
undercrossing will connect these two neighborhoods in a unique manner and become a local
landmark.

Veterans Memorial Park public art
Veterans Memorial Park will be a dedicated place to recognize and honor the nation’s veterans.
As part of the development of this new park, public art will be installed at the highest point of
the park on the upper plateau, serving as a special place to honor those who have served our
country.
Community Engagement
Community engagement opportunities are scheduled for all three permanent public art
projects. Staff will provide a status update on the outreach efforts for each project.
Fiscal Analysis
Total budget for each permanent public art project:
• Barrio Traffic Circle - $110,000
• Chestnut Avenue Underpass - $250,000
• Veterans Memorial Park - $350,000
Next Steps
Cultural Arts staff will follow the city’s Art in Public Places Program which outlines the public art
process.
Here are the outlines next steps for each public art project:
• Form a Public Art Advisory Subcommittee
• Elicit community feedback related to developing and final design concept
• Share design concept with Arts Commissioners
• Share design concept with City Council
• Fabricate and install artwork

Public notice of this item was posted in keeping with the Ralph M. Brown Act and was available
for public viewing and review at least 72 hours before the scheduled meeting date.
