CALL TO ORDER: 6 p.m.
ROLL CALL: Chung, Barker, Carrillo, Miringoff, Nassiri.
Absent: Ferone, George.

Motion by Commissioner Barker, seconded by Commissioner Carrillo, to approve the minutes as
presented. Motion carried 4/0/2/1 (Ferone, George -Absent, Chung-Abstain).
Minutes of the Arts Commission regular meeting held Sept. 7, 2023
Motion by Commissioner Nassiri, seconded by Commissioner Barker, to approve the minutes as
presented. Motion carried 5/0/2/0 (Ferone, George -Absent).
PRESENTATIONS: None.
PUBLIC COMMENT: None.
DEPARTMENTAL REPORTS:
1. APPROVAL OF THE FISCAL YEAR 2023-24 WORK PLAN -Approve the FY 2023-24 Arts
Commission work plan. (Staff contact: Suzanne Smithson, Library & Cultural Arts Director)
Recommendation: Approve the work plan.
The commissioners approved the Arts Commission work plan for fiscal year 2023-24. Motion by
Commissioner Nassiri, seconded by Commissioner Miringoff, to approve the fiscal year 2023-24
work plan. Motion carried 5/0/2/0 (Ferone, George -Absent).
2. APPROVAL OF THE 2024 ARTS COMMISSION REGULAR MEETING CALENDAR -Approve
the 2024 Arts Commission Regular Meeting Calendar. (Staff contact: Suzanne Smithson,
Library & Cultural Arts)
Recommendation: Approve the 2024 Arts Commission Regular Meeting Calendar.
Library & Cultural Arts Director, Suzanne Smithson presented the regular meeting calendar

proposing to meet six times per year on the first Thursday on even numbered months. Suzanne
explained this calendar is contingent upon City Council's approval of their meeting calendar.
Commissioners discussed meeting on the off months in their subcommittee groups, and when
special meetings can be scheduled. Director Smithson Mentioned that subgroups are small
enough to not constitute a quorum. Commissioner Carrillo commented that she feels the
commission could be more efficient meeting less and using the off months to work on their
subcommittee assignments.
Commissioner Miringoff inquired about changing the meeting time. Director Smithson stated a
proposed time change from the commissioners can be considered, provided no other boards or
commissions currently holds that proposed meeting time as their regularly scheduled meeting
time. Another commission's traditional time would have priority.
Commissioner Nassiri inquired if is it the trend for boards and commissions to meet less
frequently for upcoming years, is this proposal being circulated for all boards and commissions.
Director Smithson answered there has been an increase in cancelations and lower attendance
for the Arts Commission. The Arts Commission did not have 100% attendance at any meetings in
2023. It is unknown if other boards and commissions are doing fewer meetings.
Motion by Commissioner Nassiri, seconded by Commissioner Barker, to approve the 2024 Arts
Commission regular meeting calendar as amended contingent upon City Council approving their
meeting calendar on Oct. 10, 2023, allowing for subcommittees to meet on the months there is
no scheduled Arts Commission meetings, motion carried 5/0/2/0 (Ferone, George -Absent).
COMMISSION COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS: This portion
of the agenda is for the Arts Commissioners to make brief announcements, brief reports of their
activities and requests for future agenda items.
Chair Chung attended PHES Gallery opening, a live performance of the play "Doubt" at New
Village Arts Theater, and a mural walk in Oceanside.
All commissioners received hand painted postcard invitations to the "Changing Tides" exhibit at
Sage Creek High School. Commissioners Chung, Barker, and Miringoff attended the "Changing
Tides" exhibit and gave compliments to the grantee recipients for their project. Giving praise to
the art teachers who work so hard, and to Community Arts Coordinator Wendy Sabin-Lasker for
doing an amazing job.
The commissioners acknowledged and thanked retired Cultural Arts Manager Richard Schultz for
the many hours spent to produce quality art and cultural events for the city, and for the Arts
Master plan, having played a major role in producing this document.

LIBRARY & CULTURAL ARTS DIRECTORS COMMENTS:
Library & Cultural Arts Director Suzanne Smithson Provided the following updates:
• Final stages of recruitment and hiring of new gallery curator
• Proclamation at City Council on Oct. 17 for National Arts & Humanities month
• Capital improvement project to replace audio visual equipment in the Ruby G. Schulman
Auditorium and William D. Cannon Art Gallery update
• Three calls to artists for permanent public art
• Left Coast Quintet performing in the Kulchin Courtyard on Oct. 14
• Lisa Sanders & Brown Sugar performing in the Schulman Auditorium on Oct. 28
• Cannon Art Gallery new exhibit, "Dual Visions" reception on Oct. 14 where you can meet
the artist Sijia Chen
• Meet the artist Kelsey Overstreet at Cannon Art Gallery on Nov. 11
• Cinema Club has resumed
ANOUNCEMENTS:
Clerk Carol Campagna announced the Arts Commission is invited to a reception for the "Dual
Visions" exhibit at the Cannon Art Gallery on Oct. 14 from 5 -7 p.m.
