HomeMy WebLinkAbout1977-01-12; Planning Commission; ; CUP 130 - LEUCADIA COUNTY WATER DISTRICTJanuary 12,1977 TO: FROM: CASE NO: APPLICANT: REQUEST: STAFF REPORT PLANNING COMMISSION PLANNING DEPARTMENT CUP-130 LEUCADIA COUNTY WATER DISTRICT Approval of a Conditional Use Permit for a public building, as required by Section 21.42.010 (21) of the Municipal Code. The building will be used for offices for the Leucadia County Water District. RECOMMENDATION: Staff recommends that CUP-130 be APPROVED because of the following findings and subject to the following conditions. FINDINGS: 1) The requested use is necessary and desirable for the development of the community, and is in harmony with the various elements and objectives of the General Plan, and is not detrimental to existing uses or to uses specifically permitted in the zone in which the proposed use is to be located because: a) The continued efficient operation of the District's services requires additional office facilities; and b) The site of the District's existing office, shop and pumping station is the most logical and efficient location for the additional office space; and c) The intensity of the proposed use is compatible with the in- tensity of existing and permitted commercial uses in the neighborhood. 2) The site for the intended use is adequate in size and shape to accommodate the use because: a) The site plan presented for approval demonstrates that adequate area exists within the site to locate the office structure together with the required parking. 3) All yards, setbacks, walls, fences, landscaping and other features necessary to adjust the requested use to existing and permitted future uses in the neighborhood will be provided and maintained because: -1- a} The site plan presented for approval includes setback areas and fences which are compatible with commercial use of surrounding properties; and b) Other features, including landscaping have been made con- ditions of this approval. 4) The street system serving the proposed use is adequate to properly handle all traffic generated by the proposed use because: a) b) The facility is served by La Costa Avenue, a secondary arterial with an unused vehicular capacity of 17,000 vehicles per day, and The proposed additional office space will generate virtually no new traffic load. CONDITIONS: 1) The approval is granted for the land described in the application and attachments thereto, and as shown on theplot plan submitted labeled Exhibit C, dated December 2, 1976. Buildings, parking areas, walkways and driveways shall be located·substantially as shown on the plot plan labeled Exhibit C, unless indicated other- wise herein. The new office building shall be of the design shown in the architectural elevations, Exhibit D, dated December 2, 1976. 2) Prior to the issuance of building permits the applicant shall submit, and the Planning Director approve a landscape and irri- gation plan for the vicinity of the new office building, parking lot, pedestrian and driveway areas. Said landscaping and irrigation shall be installed prior to the issuance of occupancy permits. 3) All exterior lighting shall be arranged to reflect away from ad- joining properties and streets. 4) ~11 outside storage areas shall be screened from adjacent property and streets. 5) If the access to the site is to remain independent of the access to La Costa Plaza, the following conditions shall apply: a) The design of the parking area as shown on Exhibit C, dated December 2, 1976, is not approved .. Perpendicular parking spaces shall have a minimum back-up space of 24 feet. b) A paved pedestrian access shall be provided between the site and the La Costa Plaza parking lot to the west. -2- c) A revised plan for the above mentioned parking area and pedestrian access shall be approved by City Staff prior to the issuance of building permits. 6) If the access to the site is to be modified to also provide access to the La Costa Plaza parking area, the following con- ditions shall apply: a) b) A revised plan, developed jointly by La Costa and LCWD, shall be approved by City Staff prior to the issuance of building permits. Said plan shall show the design of the access road, the LCWD parking area, and the affected La Costa Plaza parking area. The existing access from La Costa Avenue to the Plaza parking area shall be closed to vehicular traffic within ten (10) days of the completion of the new access. 7) The existing sign on La Costa Avenue for the LCWD offices shall be relocated off of the public right-of-way as required by the City Engineer. 8) Either an on-site fire hydrant or access to a hydrant at the La Costa Plaza shall be required prior to the issuance of occupancy permits. BACKGROUND REPORT Location and Description of Property: The 5.11 acre site is located on the north side of La Costa Avenue, one-tenth of one mile east of El Camino Real. The site now contains the facilities of the Water District, including portable office trailers, maintenance shop, and pumping station. The City Council certified EIR-307 on April 27, 1976 for amendments to -3- - the La Costa Master Plan. The proposed office addition involves no environmental impacts not addressed in that EIR. General Plan Information: The Land Use Element designates the site for Public Utilities use. Public Facilities: Water service is provided to the site by Carlsbad Municipal Water District; sewer service is provided by Leucadia County Water District. Major Planning Consideration: Is secondary access to the site desirable? DISCUSSION: Part of the expansion is for a new water board meeting room. For such meetings, additional parking will be provided in the shopping center to the west. This joint use should be workable because the peak parking demand periods for each are different. As the plot plan indicates, the existing fence between the project site and the shopping center parking lot will be relocated to allow access between the project's parking area and the shopping center to the west. Staff believes this arrangement can be enhanced by the provision of a pedestrian path between the shopping center and the utility offices, and has included condition 5 accordingly. Specifically, it is our intention that the joint access from La Costa Avenue and related parking improvements be completed by the time that the new water district headquarters are ready for occupancy. We are in the process of preparing agree- ments in this regard. When the new access is available, it would be our intention to close off the more westerly access to the shopping plaza which we believe will be a significant improve- ment in traffic safety both on La Costa Avenue and the shopping plaza.
