HomeMy WebLinkAbout1977-06-22; Planning Commission; ; AMENDMENT OF EXISTING CUP 128 - HARDING STREET COMMUNITY CENTERJune 22, 1977 TO : PLANNING COMMISSION FROM: PLANNING DEPARTMENT CASE NO.: CUP-l28(A) APPLICANT: CITY OF CARLSBAD REQUEST : AMENDMENT OF AN EXISTING CUP (CUP-128) TO PROVIDE FOR NEW COMMUNITY ACTIVITIES AND PARKING FACILITIES AT THE HAWING STREET COMMUNITY CENTER SECTION I -REXOMMENDATION Staff recommends that CUP-l28(A) be APPROVED based on the following findings and subject to the following conditions: FINDINGS 1) The requested use is necessary and desirable for the development of the Community, is essentially in harmony with the various elements and ob- jectives of the General Plan and is not detrimental to existing uses or to uses specifically permitted in the zone in which the proposed use is to be located beacause: a) The activities planned to take place at the subject location will utilize the facilities in a similar way to the previously established activities. b) Some of the activities previously established will be continued. c) The subject site has been used for civic activities for many years and is an established land use. d) The facility will provide a desirable asset to community develop- ment. 2) :;:The site for the intended use is adequate in size and shape to accommodate the use because: a) Adequate parking is proposed. b) Adequate circulation (on-site and off-site) is proposed. c) Regulations governing use of the facility will insure comprehen- sive planning in scheduling activities. 3) All of the yards, setbacks, walls, fences, landscaping and other features necessary to adjust the requested use to existing or permitted future uses in the neighborhood will be provided and maintained. a) Conditions of approval will insure the above. The street system serving the proposed use is adequate to properly handle all traffic generated by the proposed use because: a) The existing streets and alleys are designed for higher volumes of traffic than will be generated by the activity. Most of the traffic generated by the proposed activity will occur at nonpeak hours and, therefore, have little impact on the circulation systems. b) c) It will not be necessary to eliminate any of.the sxisting street parking to provide for future traffic increases in the area. CONDITIONS The approval is granted for the land described in the application and attachments thereto, and as shown on the plot plan submitted labeled Exhibit B, dated,' June 16, 1937. Any additional expansion of the existing facilities and/or the faci- lities approved herein will require an amendment to this CUP. - Is The Parks and Recreation Director shall schedule events to occur in a sequence or combination that will not exceed available parking based on Title 21, Section 21.44.130(26). SECTION I1 -BACKGROUND Location and Description of Property: The site is located on the east and west sides of Harding Street between Oak Street and Elm Avenue. The existing structures are primarily vacant and previously comprised the St. Patrick's Church facilities. An additional parcel (to be used for the requested 38-parking space lot) is located on the west side of Harding Street directly across the street from the existing structures. square feet and contains an existing structure (old Activities Building) to be removed. Subsequently, a detailed Environmental Review record was prepared by City staff and certified by the County Environmental Review Board and HUD. A Negative Declaration was issued for the project under General Plan Information: The Land Use Plan Map designates the subject site for a combination of uses: i.e., RMH (Residential Medium-High density, 10-20 d.u.'s per acre) and 0 (Professional and Related Commercial). Public Facilities: Water and sewer service are provided by the City of Carlsbad. All street improvements are existing, The City Manager has certified that the re- quest will not affect sewer capacity as per City Council Ordinance No. 7048, Section I, #2. Major Planning Consideration: Does the proposed plan offer a workable design that will pnovide adequate parking and circulation for the current and anticipated uses at the Community Center? SECTION I11 - DISCUSSION The basic concerns of the Planning Commission during the public hearings on the initial CUP application hinged on the adequacy of parking and circula- the initial CUP request did not provide for an intensification of use or - tion systems to serve the various functions possible at the Center. Because - 3- expansion of facilities, the adequacy of parking and circulation was left for evaluation at the time of CUP Amendment. The no. of parking spaces necessary has been established based on the usable square footage-of the structures and the requirements of the zoning ordinance. In a report to the City Council by the Parks and Recreation Director (prior to the purchase of the subject property for a Community Center) the ultimate parking requirement was established based on maximum use (all facilities being used simultaneously), The Parks and Recreation Report stated the following: "In accordance with the Carlsbad Municipal Code, Chapter 21.44, 87 parking spaces will be required for 8,680 square feet of gross floor area for assembly which does not contain fixed seats (Audi- torium - 3,206 sq. ft.; Recreation Hall - 2,175 sq. ft., Community Center - 2,022 sq. ft., Activities Building -1,277 sq. ft.), or 74 spaces for 7,403 square feet (less Activities Builging) . It was not intended then, nor is it planned now for all possible activities to take place simultaneously. the criteria for the scheduling of events will be the allocated square footage compared to the avaiable parking. No. 3, memo from Jon Hatch, dated May 10, 1977). The Parks and Recreation Department has indicated that they wish to leab, the basic relationships of the buildings as they are. They feel that site layout works extremely well for the activities planned. To break the area up internally with driveways and parking would fragment the quiet pedestrian-oriented environment. Based on this concept, Engineering, Planning and Parks and Recreation staff have designed what is considered the best layout for the site, given the existing physical constraints. Under the proposed design 76 parking spaces are provided. Forty-nine of the spaces provided are off-street; 10 of the spaces have been secured through agreement with the adjacent Shopping Center (see memo from Jon Hatch dated May 10, 1977); and 17 are available on-street. The on- street parking is considered usable by staff because all of the availa- ble spaces are contained within the street frontage of the Community Center. No spaces have been counted that are located on any adjacent street . frontage. The Transportation Engineer has indicated that Harding Street and Oak Avenue have adequate width to handle street parking and any increases in traffic generated (see memo from the Transportation Engineer, dated May 3, 1977). The Parks and Recreation Department, through its management of the activities scheduled for the Center also assumes responsibility for allocating the facilities (structures and parking). A restriction to this ef- fect will be proposed to the City Council at the next re- view of the Regulations Governing Use of the Community Center: "II.B.2.f. If the activities to be scheduled would exceed the allocated parking spaces." Parking to be available consists of 38 spaces on the lots on the west side of Harding Street, 11 spaces off the alley behind the Center, 17 spaces on the street and 10 spaces on the western half of the loading area behind Big Bear Super- market. This results in a total of 76 parking spaces for the Center. The latter 10 spaces are restricted to use after 6:30 p.m. daily except Mondays and Wednesdays which are available after 7:30 p.m. Hours of operation, when the Center is fully operational, are scheduled from 9:00 a.m. to 9:00 p.m. on Mondays through Saturdays and 12:OO noon to 8:OO p.m. on Sundays and holi- days. During the foregoing times, an attendent paid by the City is on duty. If any portion of the Center is being uti- lized during other hours, except the Senior Citizens, the user pays for an attendent to be on duty. The portion of the Center to be utilized by the Senior Citi- zens for their activities is anticipated to be used from 8:30 to 4:30, Mondays through Fridays. A prime usage time for the Center is anticipated to be during the mornings with recreational activities and limited vehicular traffic. MEMORANDUM TO : Tom Hageman, Planning Department FROM : Jon Hatch, Park Superintendent' DATE : May 6, 1977 SUBJECT: USE OF BIG BEAR LOADING AREA FOR PARKING DURING PUBLIC FUNCTIONS Permission for the use of Big Bear Supermarket's loading area for parking at specified times for Harding Street Community Center has tentatively been given. The owner of the property, E. W. Dawson Corporation, was contacted on May 5, 1977, by telephone and Art Dawson gave his verbal permission for use of the loading area provided Big Bear, who is currently leasing the property, concurred. A call was made the same day to John Mabee, President of the Big Bear Markets, who referred me to the store manager. The area was looked at by Mike Sneff, Store Manager, and I on 1. 2. 3. 4. -- May 6, 1977, and the following conditions were outlined: The area would consist of the Western half of the loading area with an approximate capacity of 10 vehicles . a' Hours for the use of this area would be after 6:30 p.m. daily including holidays with the exception of Mondays and Wednesdays after 7:30 p.m. The City of Carlsbad would releive Big Bear Supermarkets, Inc., of any vehicular or pedestrian liability in the designated area for the hours of use as stated above. Two copies of a signed agreement from the City of Carlsbad by Mike Sneff and legal counsel of the City of Carlsbad to Big Bear Supermarkets, Inc. Because of legal implications, I have enclosed similar supple- mental information and a rough draft of an agreement for your consideration. arks Superintendent JH : scf c . , ,. . -L .____ .- . . c MEMORANDUM - May 3, 1977 TO : Public Works Administrator FROM: Transportation Engineer SUBJECT: Traffic Circulation at the Harding Street Community Center The following concerns should be addressed concerning traffic circu- lation gt the Harding Community Center: 1. Vehgcular traffic volumes The amount of additional vehicular traffic that will be generated by the Community Center can be adequately facilitated by the existing streets and alleys, Harding Street is 56 feet wide, curb to curb, and is currently handling about 4,700 vehicles per day, while having a capacity of at least 10,000 vehicles per day. 200 - 400 trips per day will be about the maximum amount of traffic generated by the Community Center, and most of these would occur during non-peak hours; therefore, there will be little impact on the existing traffic flow. Oak Avenue east of Harding Street is 40 feet wide curb to curb, and west of Harding Street is 48 feet wide curb to curb, thus providing plenty of road width to handle future increases in traffic volumes. It should also be noted that none of the on-street parking will have to be eliminated to provide the estimated increases in traffic volumes. The alleys, both east and west of Harding Street, also are im- portant for traffic circulation around the Community Center and should remain open at all times. Because of low traffic volumes and vehicular speeds in alleys, the alleys should be used as much r, as possible for ingress and egress to parking areas (and used for turning and backing out movements). 2. Pedestrian activity A request for four-way stop control at the intersection of Harding Street and Oak Avenue was presented to the Traffic Safety Com- mission at its March 1, 1977 meeting. Due to the imbalance of entering traffic volumes and the very safe accident history, the Commission recommended against establishing four-way stop control at that time. The Commission was very aware of the new Community Center's impact on generating additional MEMO to PWA re: Community Center -2- May 3, 1977 pedestrian traffic. However, the Commission felt that Harding Street was wide enough to provide good sight distance for both motorists and pedestrians. unwarranted stop signs result in unnecessary delay and avoidable accidents (especially rear-end type accidents). The Commission will keep this intersection under observation. . There is no doubt that some jaywalking will occur, but this is I unavoidable due to the proximity of the parking lot on the west side of Harding Street to the Community Center on the east side. Wheelchair ramps have already been installed on all four corners at the intersection of Harding Street and Oak Avenue. 3. Additional parking Contact should be made with Big Bear Supermarket Corporation to determine if parking may be permitted behind their store during "off", non-peak hours, or when their store is closed. There will be times during special Community Center events in which additional parking will be necessary. 4. Bus service Currently, local Bus Route 21 provides hourly service to the Community Center from both directions on Harding Street. As activity increases, a bus loading zone could easily be provided at the northeast and northwest corners on Harding Street at Oak Avenue.
