A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROVING THE PLANS, SPECIFICATIONS AND CONTRACT
DOCUMENTS AND AUTHORIZING THE CITY CLERK TO ADVERTISE FOR BIDS
FOR THE CARLSBAD BOULEVARD SEWER LINE IMPROVEMENTS AT
TERRAMAR PROJECT
WHEREAS, the City Council of the City of Carlsbad, California, has determined that it is
necessary, desirable and in the public interest to construct the improvements to the sewer pipelines at
Carlsbad Boulevard Sewer Line lmprovements at Terramar Project, Capital lmprovement Program, or
CIP, Project No. 5503-20, or Project; and
WHEREAS, the plans, specifications and contract documents for the Project have been
prepared, are on file in the Office of the City Clerk and are incorporated herein by reference; and
WHEREAS, Carlsbad Municipal Code, or CMC, Section 3.28.080{E) requires City Council approval
of plans, specifications and contract documents for all construction projects that are to be formally bid
upon when the value exceeds $200,000; and
WHEREAS, the total cost of the Project is estimated to be $1,123,000, including construction
contingency, construction management, inspection and material testing services, and community
outreach costs; and
WHEREAS, on Sept. 20, 2023, the Planning Commission adopted Resolution No. 7494, approving
a Coastal Development Permit, or CDP, 2022-0056 for the water and sewer line improvements, and
adopted Resolution No. 7493, approving a third addendum to the final Addendum to the Program
Environmental lmpact Report for the Water, Recycled Water and Sewer Master Plan Updates finding
consistency with the California Environmental Quality Aet Guidelines Sections 15162-15164.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1.That the above recitations are true and correct.
2.That the plans, specifications and contract documents for the Carlsbad Boulevard Sewer
Line lmprovements at Terramar Project are hereby approved and on file in the Office of
the City Clerk.
3.That the City Clerk is hereby authorized and directed to publish, in accordance with state
law and CMC Section 3.28.080{C), a Notice to Contractors lnviting Bids for construction
of the Project in accordance with the plans, specifications and contract documents
referred to herein.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City of
Carlsbad on the 13th day of February, 2024, by the following vote, to wit:
