Following nearly three decades of service to the City of Carlsbad, including the last three as
Police Chief, Mickey Williams has informed me of his intent to retire, effective April 15, 2024.
Chief Williams has done an outstanding job leading the city's Police Department, creating a
strategic plan that aligns with the national framework of 2l5t Century Policing. True to the
tenants of this modem approach to law enforcement, Chief Williams has prioritized building
trust and transparency with the community, expanding the use of technology and social media,
and creating operational policies to ad dress a myriad of emerging issues in law enforcement
today. Also consistent with the 21st Century Policing framework, Chief Williams has prioritized a
community-oriented policing model and increased the use of data in decision-making.
lnternally, Chief Williams has elevated the role of officer training and education and created
new officer safety and wellness programs, both of which help en sure we are taking the best
care of those who protect our community.
Chief Williams' retirement creates an opportunity for the city to build on this outstanding work
while advancing new ideas as we challenge ourselves to continuously improve the way we
provide law enforcement services for our community.
As City Manager, I take the responsibility of filling management vacancies very seriously,
especially those in public safety. As I considered the high expectations that come with such a
position, I wanted to make sure my selection would be someone who not only will exceed all
expectations but have the following key qualities:
• A visionary professional who sees the complex dynamics facing law enforcement today
not as a challenge but an opportunity to find innovative solutions.
• A collaborative leader with strong relationships in the department, throughout the city
organization and with the community.
• A Police Chief who will prioritize community engagement, inclusion and transparency.
• Someone who knows our city, respects our community and understands the issues
important to the residents we serve.

• Someone ready to hit the ground running, ensuring our community remains safe and
secure du ring this important transition.
One of the strengths of our Police De partment is its thoughtful approach to succession planning.
Because of this, and consistent with the City Manager's authority granted under Municipal Code
section 2.12.035, I am directly appointing Assistant Chief Christie Calderwood to the position of
Police Chief, with an effective date of midnight, April 15, 2024. She will be sworn in at the
April 9, 2024, City Council meeting.
Du ring myten ure at the City of Carlsbad, Assistant Chief Calderwood has stood out as an
exceptional leader. As Assistant Police Chief since 2022, she has served as the second in
command directly under the Police Chief. Her experience working at all levels of the department
over the past 17 years has prepared her for this next role, including her hands on work with
patrol, investigations, traffic and administration. In 2016, Assistant Chief Calderwood was
responsible for developing and supervising the department's newly formed Crime Suppression
Team, which has been highly successful since its inception.
For the past 14 years, Assistant Chief Calderwood has also directed technology improvements in
the Police Department to enhance performance, measurement and efficiency. This has included
new analytic tools and new technology programs for payroll and timekeeping (Telestaff), an
online citizen traffic complaint reporting system (Cop Logic), officer accident reporting system
(Crossroads) and electronic citations (e-cites). Assistant Chief Ca!derwood has prioritized officer
wellness for the Police Department, directing and supporting programs that allow officers to
prioritize their physical and mental health while working in law enforcement.
Equally impressive is Assistant Chief Calderwood's commitment to academic preparation and
professional growth, earning a Bachelor of Arts degree in literature and writing from California
State University San Marcos, a Master of Science in Administration degree with an emphasis in
leadership, as well as several certifications in the law enforcement field .
These include graduating from the prestigious Sherman Block Leadership lnstitute and
completing the rigorous 14-month Command College program offered by the California
Commission on Peace Officer Standards and Training. Finally, in 2019, Assistant Chief Calderwood
became ane of the less than 1% of all law enforcement personnel in the nation to be selected to
participate in the FBI National Academy. The 10-week program covers intelligence theory,
terrorism and terrorist mindsets, management science, law, behavioral science, law enforcement
communication and forensic science. In 2021, Assistant Chief Calderwood received the Carlsbad
Chamber of Commerce "40 Under 40 Emerging Leaders" Award.

She is currently President ofthe California Peace Officers' Association and a past President of the
Carlsbad Police Management Association.
Assistant Chief Calderwood has strong local ties, both as a graduate of La Costa Canyon High
School and as a current resident. She and her husband, Carlsbad Fire Chief Michael Calderwood,
have two children who attend their neighborhood school and are active in sports and other
community activities.
Next Steps
As the Police Department wraps up its current three-year strategic plan, the new Police Chief
will lead the creation of a new roadmap later this year focused on ways the department can
continue to improve and evolve.
Prior to assuming her new role, Assistant Chief Calderwood will be reaching out to each City
Council member to schedule time to meet and respond to any questions you may have. During
and after the transition, she will also be connecting with business and community groups, as
well as hosting a "Meet the Chief" event in each of the four Council districts.
Please join me in thanking Chief Williams for 29 years of service and congratulating Assistant
Chief Calderwood on her new role. I am confident our new Police Chief will not only continue
the positive momentum that has been created but lead the Carlsbad Police Department
successfully into the future.
