Section I: Recommendation: Staff recommends that CUP 131 be APPROVED based on the following find- ings and subject to the following conditions: 1) The requested use is necessary or desirable for the development of the community and is essentially in harmony with the various elements and objectives of the General Plan, and is not detri- mental to existing uses or to uses specifically permitted in the zone in which the proposed use is to be located because: a) The requested structure will be located within boundaries of an existing facility. b) The existing facility site is designated by the General Plan for public utility uses. c) The requested structure will provide necessary office space for administration (permanent plant manager). 2) The site for the intended use is adequate in size and shape to accommodate the use because: a) The subject site consists of approximately 25 acres and is fenced and screened from surrounding development. 3) All yards, setbacks, walls, fences, landscaping and other features necessary to adjust the requested use to existing or permitted future uses in the neighborhood will be provided and maintained because: a) The requested structure will be located inside the existing facility site and will not be readily visible from surrounding properties. b) The location of the subject structure will be at least 65 1 from the nearest property line and at least 90 1 from the nearest existing structure. -1- 4) The street system serving the proposed use is adequate to properly handle all traffic generated by the proposed use because: a) An existing 14 1 paved roadway is existing on site. The proposed structure is to be located adjacent to the existing roadway. b) A maximum of 2 additional employees will result from the proposed structure. CONDITIONS: 1) The approval is granted for the land described in the application and attachments thereto, as shown on the plot plan submitted labeled Exhibit 11 A11 , dated December 16, 1976. The structure shall be in substantial conformance to the design shown in the architec- tural elevations, Exhibit 11 B11 , dated January 18, 1977. Section II. Background Location and Description of Property The site is approximately 25 acres and contains the existing Encina Water Pollution Control Facility. The area has been previously developed and primary wastewater treatment facilities, including sed- imentation tanks, digesters and a 3000 sq.ft., operations building, are the major existing structures on site. The entire developed area has been extensively landscaped and fenced. The specific location of the proposed structure is adjacent to the main entrance road to the operations building. The site is approx- imately 65 feet from the fenced and landscaped northern property line. The adjacent northern property is approximately 10-15 1 higher in elevation than the subject site. The temporary structure is proposed to be located approximately 100 1 from existing parking facilities, (9 stalls). Vacant Vacant I-5 Railroad R.O.W -2- Environmental Impact Information: An Environmental Impact Assessment Form has been submitted for the project. A Negative Declaration has been issued for the project based on the following findings: 1) The project will require no grading. 2) The site has already been developed with water treatment facilities; therefore destruction to the natural environmental will be minimal. 3} The buildings will be screened from view from I-5. 4) The project will not generate significant amounts of traffic. General Plan Information: The Land Use Plan Map designates the subject site for Public Utilities, (U) uses. Public Facilities: Public Facilities will be available concurrent with need for the subject project. DISCUSSION: Title 21 states that a Conditional Use Permit is necessary for public buildings. The structure will be of the type that is designated by the Uniform Building Code as 11 movable 11 but not a mobile home. The structure willbe similar to those used by public schools for temporary classrooms. The requested building will be designed to be architect- urally pleasing. The structure must be designed to be movable because it is anticipated that during plant expansion (Federally mandated secondary treatment, deadline July 1977) construction may take place on or near the presently planned site. In addition, a new permanent office structure will be constructed as a part of the expansion process. At such time a new office is usable, the subject structure will be totally removed. At the present time, there is no available office space for a full- time General Manager for the plant. Because of the secondary treatment expansion and subsequent plant activities, a permanent plant manager will be on site full-time. A total of 12 employees now work at the facility, nine parking spaces now exist on the site. Title 21, Section 21.44.130 (18) states the following: USE-OFFICES, not providing customer service on the premises. Ft., of gross floor area, The existing operations The maximum number of employees to be added with the requested structure will be two. The requested structure will be 500 Sq.Ft. The maximum required parking for the entire plant including the proposed structure is 4 spaces. Nine spaces are provided. One modular office unit with fully insulated double wall construction with interior partitions as shown on drawing (Exhibit "A"). Total width of unit shall be approximately 12' wide and 42' in length excluding landings. 2. Exterior walls shall be 2X4 studs 16" O.C. with R-11 insulation. Exterior sheathing shall be 7/16~ Forrest Fiber . ._.;3. Exterior doers to be located as shown on drawing (Exhibit "A''). Entry wi·ll be a single door, rather than double as shown on ~xhibit "A". Doors will open outward and each door will h~ve locking capabilities as an integral part of the door latch with outside entry by key (all doors to be keyed alike with 2 keys per door). Entry·door to be tempered glass with aluminum frame. Rear door to be 1 3/8" solid core wood (paint grade). 4. Exterior trim shall include a mansard roof frame for front and sides.of unit, window trim, corner trim, horizontal wood bottom and shingle siding on front of uriit~ Skirting with vents will be provided. Colors to be consistent with.materials used. 5. Aluminum sliding windows shall be provided in .sizes and locations· as shown on drawing (Exhibit "A"). Glass shall be standard strengt~ and aluminum screens will be included. 6. Floor shall consist of steel hoists 24" O.C. with 3.4" plywood {CDX) subfloor and 3-811 particle board underlayment. 7. Roof shall consist of 2x6·rafters, 24" O.C. with 3/8" plywood (CDX) sheathing with clips. Roof finish shall be gravel and insulation shall be R-11. 8. Interior f•inish to have vinyl asbestos til·e on the floors, • an acoustical ceiling with a washable surface and prefinished wood paneling on the walls. Interior walls shall be trimmed with base and corner moulding. 9. Interior partitions shall be 2X4 studs 16" O.C. Interior doors shail be 1 3/8" hollow core wood (paint grade). 10. The unit shall be controlled with a thermostat. Air -shall be ducted through an overhead system designed so as to provide 4 diffusers and 2 air returns to provide a uniform flow of heat and ·cool to the entire unit. Six 2-tube rapid start 4' flourescent light fixtures with wrap- around diffusers shall be ins~alled as shown on drawing (Exhibit "A"). One incandescent light fixture shall be installed in the bathroom as shown on drawing (Exhibit "A"). 14. 110 volt, 70 amp electrical wiring with 12 gauge wiring to the 15. ~- 16. 17. ~ duplexes of ten electric outlets with a 20 amp duplex in each one (ground plug type) with an adequate breaker assembly to protect the.unit. ~pacing of duplexes and switches shall be as shown on the drawing (Exhibit "A"). Unit must meet Federal, State, City of Carlsbad and all ·other applicable codes and safety standards.
