This memorandum provides an analysis of business license activity for the second quarter of
fiscal year 2023-24. The attached report provides specificity on new business licenses issued
to non-residential businesses in Carlsbad.
Background/Discussion
The Innovation & Economic Development Department tracks total, new, and renewed business
licenses to inform its economic development work. The department analyzes this information
on a quarterly basis. Information regarding business license activity is reported to the City
Council via the quarterly Economic Sean . It is also available on Doing Business in Carlsbad at
https://www.carlsbadca.gov/business. The attached report (Attachment A) provides additional
specificity regarding new non-residential business licenses issued by City Council district.
Next Steps
Staff will continue to analyze and report business license data on a quarterly basis. The added
level of specificity regarding new non-residential business licenses issued by City Council district
will be incorporated into the regular reporting via the quarterly Economic Sean .

Business License Report -Second Quarter, Fiscal Year 2023-2024

The Innovation & Economic Development department tracks total, new, and renewed business
licenses to inform its economic development work. The department analyzes this information
on a quarterly basis. Information regarding business license activity is reported to the City
Council via the quarterly Economic Sean. This report provides additional specificity regarding
new non-residential business licenses issued by City Council district. It is estimated that there
are approximately 6,667 businesses in Carlsbad.
In the second quarter of FY 2023-2024, from October 1, 2023, to December 31, 2023, a total of
2,219 licenses were issued by the City of Carlsbad, 1,509 were issued to businesses in Carlsbad
and 710 were issued to companies outside the city. These licenses encompass a diverse array of
industries, aligning with Carlsbad's five key industry clusters: Cleantech, Information &
Communication Technologies (Tech}, Life Sciences, Sport & Active Lifestyle, and Hospitality &
Tourism. These business~s range in scale from local small businesses to larger corporations. Of
the 1,509 licenses that were issued, 90 were new and 1,419 were renewals.
