Background The city is working on a California State Coastal Conservancy grant-funded study to demonstrate how a portion of Carlsbad Boulevard could be relocated to avoid hazards caused by sea level rise. On June 20, 2023, the City Council unanimously approved Resolution No. 2023-184 to accept the recommendations of the Traffic & Mobility Commission and the Beach Preservation Commission and approve the roundabout option as the preferred design to satisfy the grant requirements. The Coastal Conservancy grant does not include funding for the required environmental analysis, the new road, or to design beach access points or to study potential uses for the land that could be repurposed as a result of moving the road to the east. The conceptual designs are a required deliverable for the grant funding for the study and must be submitted prior to the grant end date of February 28, 2024. Discussion The study demonstrates how a one-mile portion of southbound Carlsbad Boulevard from Manzano Drive to Island Way could be moved to the east, to: • Move and protect infrastructure from hazards caused by sea level rise • Provide a safe and efficient roadway for all modes of travel • Promote walking, biking and other forms of active transportation • Calm traffic along the coastline for safety The preferred design option approved by the City Council is a two-vehicle Iane road with roundabouts. The conceptual design plans incorporate guiding principles from other city policies and plans, such as the Mobility Element of the General Plan, the Sustainable Mobility Plan, and the Climate Action Plan. Designs at this early stage normally include rough layouts, traffic volumes and preliminary estimates of construction costs. More details and coordination with nearby property owners will occur as the design process progresses. Next Steps Staff will submit the conceptual designs to the Coastal Conservancy, along with other grant deliverables, by the grant end date of February 28, 2024. At this time, no additional funding has been included in the city's fiscal year 2023-24 budget, and no additional funding is plan ned for the fiscal year 2024-25 budget. For future phases of this project, additional funding will be required to complete conducting an environmental analysis, complete the final design, permitting and construction. There are several funding opportunities at the state and federal level to support future project phases, such as the additional engineering and environmental analysis, and staff will continue to pursue available funding opportunities. For example, staff requested additional funding from the California State Coastal Conservancy to prepare technical studies for the project area. Staff requested $200,000 in additional funding, which would be used to prepare a geotechnical survey, biologi ca I survey and topographical analysis. At the time of writing, this request is still pending but an update from the California State Coastal Conservancy is expected by the end of the month, at which point the city could decide whether to accept the funds. At the June 20, 2023, meeting, the City Council directed staff to return to the Beach Preservation Commission (BPC} and the City Council to discuss the retreat options within the study area in March 2024. Due to the availability and regular scheduling of the BPC meetings on even months only, staff plan to present this item to both the BPC and the City Council in early April 2024. Attachment: A.
