This Historical Resource Analysis Report (HRAR) was prepared to analyze the property at 3926 Highland
Drive property in the City of Carlsbad as a potential historical resource. The survey was completed by Urbana
Preservation & Planning, LLC (Urbana) to inform City Staff, the property owner, and project design
professionals of whether the 3926 Highland Drive property in San Diego County, California, is eligible for
inclusion on the City of Carlsbad Register of Historic Landmarks (Local Register) or the California Register of
Historical Resources (CRHR), and to determine whether the building meets the definition of an historical
resource pursuant to Section 15064.5 of the California Environmental Quality Act (CEQA) Guidelines .
The subject property was initially improved in the 1940s by the construction of modest Ranch style dwelling
by an unidentified builder. The property, identified as Parcel No. 207-130-60-00, is approximately 0.25 acres
in size. Today, the property contains this single-story Ranch style dwelling from the 1940s which now has a
large two-story Mediterranean style addition completed in 2021. The property also contains a detached
Additional Dwelling Unit (ADU) constructed in 2018. More information on the property is included in
Section Ill.
This HRAR was prepared to comply with the requirements of the City of Carlsbad Tribal, Cultural, and
Paleontological Resources Guidelines (2017). As part of this HRAR the 3926 Highland Drive property was
found to be not eligible for listing on the Local Register and the CRHR. The property does not meet the
definition of an historical resource pursuant to CEQA.
The property has not been identified as exemplifying or reflecting special elements of the city's cultural,
social, economic, political, aesthetic, engineering or architectural history; nor has it been associated with
persons or events that are identified as significant in local, regional, state, or national history. The property
is a heavily modified Ranch style home that did not originally have historical or architectural merit. It is not
eligible for embodying the distinctive characteristics of a style, type, period or method of construction, or as
a valuable example of the use of indigenous materials or craftsmanship, and it is not representative of the
notable work of an acclaimed builder, designer or architect. The property is not eligible for historic district
consideration as it is not within a geographically definable area with a concentration of buildings, structures,
improvements, or objects that are historically linked. Lastly, the building is not an archaeological,
paleontological, botanical, geological, topographical, ecological, or geographical site, and it has not yielded,
nor would it be likely to yield information important to local, regional, state, or national history .

Demolition or substantial alteration of the building will not result in a significant impact or a substantial
adverse change in the significance of a historical resource. No historical resources are located within the
boundaries of the subject property. Future discretionary projects would not result in an effect to a historical
resource at the subject property and would not cause substantial adverse change to the environment,
relative to historical resources. Because no impacts to historical resources would occur, no mitigation
measures have been stipulated or required as part of this HRAR .

I. INTRODUCTION
Historical Resource Analysis Report
3926 Highland Avenue, Carlsbad, CA 92008
The subject property is located at 3926 Highland Drive, on Tract 247 of the Thum Lands Subdivision,
recorded as Map No. 1681, in the City of Carlsbad, San Diego County. The property is identified as San Diego
County Assessor's Parcel No. 207-130-60-00. The property includes one single-story single-family dwelling
constructed in the 1940s in the Ranch architectural style, with one contemporary-period Mediterranean
style addition completed in 2021. A separate detached ADU was completed in 2021. The property is located
on the east side of Highland Drive south of the intersection with Tamarack Avenue. Historic-era single-
family residences that date between the 1940s and 1970s surround the subject property. Historic and current
maps, showing the project location, are included in Appendix A and Appendix E.
Methodological Approach and Report Organization
Preparation of this HRAR was guided by a definition of a historic resource by the California Environmental
Quality Act (CEOA). For purposes of this HRAR historic/ properties/ historic resources include buildings,
structures, bridges, dams, canals, aqueducts, railroads, ditches and irrigation systems, electric power
conveyance facilities, and paved or unpaved roads and highways. The methodological approach undertaken
for this HRAR consisted of three major tasks -archival research, a site visit/ field survey, and technical
analysis. The technical analysis for the subject property is included in this HRAR Section IV Significance
Evaluation .
Research
Archival research included a review of relevant records and reference resources on file at the Carlsbad City
Library Genealogy and History Collection Room, and regional libraries at San Diego State University and the
University of California at San Diego. Contextual and property-specific historical research included
Oceanside and Carlsbad City Directories, City of Carlsbad building permit applications and water and sewer
service connection records, San Diego regional newspapers from the California Digital Newspaper Collection
at the University of California Riverside and via Genealogy Bank, County of San Diego Residential Building
Records, and Grantor-Grantee Indexes referencing property ownership deed filings. References and
narratives on the City of Carlsbad, the Thum Lands Subdivision, and the Ranch architectural style, were
obtained from Urbana's in-house library and the City of Carlsbad Tribal, Cultural, and Paleontological
Resources Guidelines (2017). Building Records are included in Appendix B. Ownership and occupancy data is

Urbana's Alexia Landa, B.A., Historian, conducted the site visit in January 2022. The purpose of the site visit
was to observe and photograph the buildings at the property and the surrounding features in order to
understand and identify the architectural styles, character-defining features, building alterations and
development patterns associated with the parcel and its environs. Historic and current views of the property
are included in Appendix D.
Reporting
The purpose of this HRAR is to assist the project applicant and City Staff in the decision-making process
related to current and future proposed discretionary projects at 3926 Highland Drive. This report was
prepared pursuant to the City of Carlsbad's September 2017 Carlsbad Tribal, Cultural, and Paleontological
Resource Guidelines and Title 22 of the Carlsbad Municipal Code. Accordingly, this HRAR includes a
discussion of the subject property including the history of the property and its environs, the architectural
origins and current appearance of the dwelling at the site, an evaluation of significance under the eligibility
criteria of the CRHR / Local Register, and a regulatory conclusion under CEQA. Department of Parks and
Recreation (DPR) 523 series forms are included in Appendix E.

II. PRESERVATION PLANNING
REGULATORY FRAMEWORK
Following is an overview of the historic preservation regulatory framework and eligibility criteria relative to
future actions proposed within the 3926 Highland Drive project boundaries .
California Environmental Quality Act (CEQA) & Historical Resources
Historical resources are defined as "a resource listed or eligible for listing on the California Register of
Historical Resources" (CRHR) (Public Resources Code, Section 5024.1; 14 CCR 15064.5). Under CEQA
Guidelines Section 15064.5(a), the term "historical resources" includes the following:
(1) A resource listed in, or determined to be eligible by the State Historical Resources Commission, for
listing in the California Register of Historical Resources (Public Resources Code, Section 5024.1) .
(2) A resource included in a local register of historical resources, as defined in Section 5020.1(k) of the
Public Resources Code or identified as significant in a historical resource survey meeting the
requirements of Section 5024.1(9) of the Public Resources Code, will be presumed to be historically
or culturally significant. Public agencies must treat any such resource as significant unless the
preponderance of evidence demonstrates that it is not historically or culturally significant.
(3) Any object, building, structure, site, area, place, record, or manuscript which a lead agency
determines to be historically significant or significant in the architectural, engineering, scientific,
economic, agricultural, educational, social, political, military, or cultural annals of California may be
considered to be a historical resource, provided the lead agency's determination is supported by
substantial evidence in light of the whole record. Generally, a resource shall be considered by the
lead agency to be "historically significant" if the resource meets the criteria for listing on the
California Register of Historical Resources (Public Resources Code Section 5024.1) including the
following:
1. Is associated with events that have made a significant contribution to the broad patterns of
California's history and cultural heritage;
2. Is associated with the lives of persons important in California's past;
3. Embodies the distinctive characteristics of a type, period, region, or method of
construction, or represents the work of an important creative individual, or possesses high
artistic values; or
4. Has yielded, or may be likely to yield, information important in prehistory or history.

Register of Historical Resources, not included in a local register of historical resources (pursuant to
Section 5020.1(k) of the Public Resources Code), or identified in a historical resources survey
(meeting the criteria in Section 5024.1(9) of the Public Resources Code) does not preclude a lead
agency from determining that the resource may be an historical resource as defined in Public
Resources Code Sections 5020.1U) or 5024.1 .
Pursuant to the California Office of Historic Preservation:
The California Register includes resources listed in or formally determined eligible for listing
in the National Register of Historic Places, as well as some California State Landmarks and
Points of Historical Interest. Properties of local significance that have been designated
under a local preservation ordinance (local landmarks or landmark districts) or that have
been identified in a local historical resources inventory may be eligible for listing in the
California Register and are presumed to be significant resources for purposes of CEQA
unless a preponderance of evidence indicates otherwise (PRC Section 5024.1, 14 CCR§
The California Register statute (PRC Section 5024.1) and regulations (14 CCR Section 4850
et seq.) require that at the time a local jurisdiction nominates an historic resources survey
for listing in the California Register, the survey must be updated if it is more than five years
old. This is to ensure that a nominated survey is as accurate as possible at the time it is
listed in the California Register. However, this does not mean that resources identified in a
survey that is more than five years old need not be considered "historical resources" for
purposes of CEOA. Unless a resource listed in a survey has been demolished, lost
substantial integrity, or there is a preponderance of evidence indicating that it is otherwise
not eligible for listing, a lead agency should consider the resource to be potentially eligible
for the California Register.1
Integrity and the CRHR
Integrity is the authenticity of a historical resource's physical identity evidenced by the survival of
characteristics that existed during the resource's period of significance. Historical resources eligible for
listing in the California Register must meet one of the criteria of significance described above and retain

enough of their historic character or appearance to be recognizable as historical resources and to convey the
reasons for their significance.
Historical resources that have been rehabilitated or restored may be evaluated for listing. Integrity is
evaluated with regard to the retention of location, design, setting, materials, workmanship, feeling, and
association. It must also be judged with reference to the particular criteria under which a resource is
proposed for eligibility. Alterations over time to a resource or historic changes in its use may themselves
have historical, cultural, or architectural significance .
It is possible that historical resources may not retain sufficient integrity to meet the criteria for listing in the
National Register, but they may still be eligible for listing in the California Register. A resource that has lost
its historic character or appearance may still have sufficient integrity for the California Register if it
maintains the potential to yield significant scientific or historical information or specific data .
City of Carlsbad Historic Preservation Criteria
City of Carlsbad Municipal Code Chapter 22.06 states that a historic resource may be considered and
approved by City Council for inclusion in the city's historic resources inventory based on one or more of the
following:
A. It exemplifies or reflects special elements of the city's cultural, social, economic, political, aesthetic,
engineering or architectural history.
B. It is identified with persons or events significant in local, state or national history .
C. It embodies distinctive characteristics of a style, type, period or method of construction, is a
valuable example of the use of indigenous materials or craftsmanship or is representative of a
notable work of an acclaimed builder, designer or architect.
D. It is an archaeological, paleontological, botanical, geological, topographical, ecological or
geographical site which has the potential of yielding information of scientific value.
E. It is a geographically definable area with a concentration of buildings, structures, improvements, or
objects linked historically through location, design, setting, materials, workmanship, feeling and/or
association, in which the collective value of the improvements may be greater than the value of
each individual improvement .

II. HISTORICAL OVERVIEW
The proposed project is located in Carlsbad, California, in San Diego County. This HRAR section includes a
brief historical overview of the City of Carlsbad and the construction history of the property .
City of Carlsbad
The City of Carlsbad is a coastal city located in the northwest portion of San Diego County. Carlsbad is
bounded to the north by the City of Oceanside, to the east by Vista and San Marcos, and to the south by
Encinitas. The city is located approximately 35 miles north of downtown San Diego and encompasses
approximately a 40 square mile area. Carlsbad is a diverse community that is characterized by its rolling hills
and coastal bluffs. The city is situated in an area that features a significant number of the region's coastal
lagoons within the Carlsbad Watershed.1 The Carlsbad Watershed contains four major coastal lagoons (Agua
Hedionda Lagoon, Buena Vista Lagoon, San Elijo Lagoon, and Batiquitos Lagoon). The watershed is drained
by the Buena Vista, Agua Hedionda, San Marcos, and Escondido creeks. The city is located in a semi-arid
Mediterranean climate zone and experiences a mild to tempered climate ranging between 47 to 90 degrees
Fahrenheit. Much of the area is highly urbanized, with a high percentage of undeveloped land under private
ownership. The main transportation corridor that intersects the area from north to south is Interstate 5 .
Prior to European settlement, the area was traditionally occupied by the native Luiserio and Kumeyaay
people. The Luiserio were one of the Takic-speaking groups that occupied most of the area drained by the
San Luis Rey and Santa Margarita Rivers. The Kumeyaay were Yuman speakers who occupied much of the
southern part of present-day Carlsbad, southeast into Imperial County and south overlapping the United
States-Mexico border near the Pacific Coast.2 Both groups lived in semi-sedentary village groups, each with
specific subsistence territories encompassing hunting, collecting, and fishing areas. A significant amount of
trade was conducted between the two groups, including neighboring groups such as the Mohave, Yuman,
and Cocopa. It is estimated that prior to the European contact there was an estimated 19,000 Luiserio and
Kumeyaay combined.3
In 1769, the first contact between Europeans and Native Americans in Southern California came as a result of
the Spanish Portola Expedition. The expedition, led by Gaspar de Portola, the governor of Las Californias,
would lead to the founding of Alta California. As Spanish exploration of the region increased, California
Missions were founded with the objective to convert and control Native Americans and expand European
territory. The mission system of Alta California was led by Franciscan missionaries who carefully selected
lands located near major water sources and with ample land for agriculture. With the establishment of

missions, an economy of agriculture, ranching, and trade emerged. Mission San Diego, founded by Father
Junipero Serra, was established in 1769 in an area long inhabited by the Kumeyaay.4 In 1798, Mission San
Luis Rey was established along the lower San Luis Rey River, in present-day Oceanside. Both missions
owned several ranches where they raised livestock and crops .
Missionized Kumeyaay and Luisefio were baptized and brought to live at the mission, while others were
forced to work on ranches founded by mission friars. Each ranch was established within 10 leagues of the
mission and included ranches at Santa Margarita, Las Flores, San Mateo, Pala, and Temecula. Friars
appointed indigenous alcaldes, or overseers, to manage the labor on the ranches. 5 Alea/des looked over large
herds of cattle as well as large fields of wheat, barley, and corn .
In 1821, following Mexico's independence from Spain, California mission lands were confiscated by the new
Mexican government and later redistributed to political favorites. The Mexican government issued more
than 500 land grants of former mission lands to prominent families to encourage settlement and agricultural
development of Alta California. Land grants were carefully documented on maps known as disenos that
roughly delineated the boundaries of each grant.6 In 1842, Juan Maria Marron was formally granted the
lands of Rancho Agua Hedionda by Governor Alvarado. Marron was a former ship captain who arrived in San
Diego during the 1820s. He married the daughter of the Alcalde and was a city councilman in San Diego .
Rancho Agua Hedionda was under Marron's ownership for a little over a decade.7 The rancho encompassed
13,311 acres, extending through most of present-day Carlsbad .
During the 1850s, following California's admission into the Union as the 31st state, most Mexican land grants
were honored by the U.S. courts with more restricted boundaries. Lands that were not part of the land grant
were owned by the new government until it was acquired by settlers through purchase or homesteading. In
1853, Marron passed away at the age of 45, leaving most of Rancho Agua Hedionda to his widow and four
children.8 In 1860, his heirs took a s6,ooo loan to help pay for the new American land tax. The loan was
acquired from Francis Hinton with the Rancho as collateral. Hinton was a native New Yorker who moved
west as part of the Boundary Commission Guard during the Mexican-American War. In 1865, Hinton took
possession of the former Rancho following the Marron family's inability to repay the debt. With the help of
Robert Kelly, a partner and friend, Hinton managed the former rancho.9 In 1870, Hinton passed away leaving
the Rancho under the Robert Kelly family ownership.
By the 1880s, the commercialization of railroads spread across the United States and greatly influenced the
development of many suburban districts, including what would later become the town of Carlsbad. The

railroad hub that developed in Southern California allowed for small suburban agricultural communities to
flourish with the transnational access to mercantile, agricultural, and industrial goods and services that were
readily available. Carlsbad, like other coastal towns, had an almost predetermined future as their town sites
were among the railroad routes.
In 1883, a stop was established in the area for the California Southern Railroad known as Frazier's Station.
Soon thereafter John Frazier began selling high-quality mineral water to passengers, sourced locally from a
nearby well. In 1886, the Carlsbad Land and Mineral Company was established and in September of that
year, platted its "Map of Carlsbad."10 Recorded as Map No.365 on February 21 1887, the tract included 86
rectilinear blocks set parallel to the coastline. The new town was named Carlsbad and was located just
outside of Rancho Agua Hedionda on federal land along the coast south of Buena Vista Lagoon. Additional
tracts were platted around the townsite including J.A. Faucher's Highland Addition to Carlsbad (Map No .
541, Recorded 1888), Patterson's Addition (Map No. 5651 Recording date not identified), the Sunny Slope
Tract (Map No. 486, Recorded 1888 updated 1906), Mill's Addition to Carlsbad (Map No. 514, Recorded
1888), Cedar Hill Addition (Map No. 5321 Recorded 1888), Carlsbad Ranch (Map No. 1637, Recorded 1914)1
and the South Coast Land Company's Map of Carlsbad Lands (Map No. 16611 Recorded 1915).11
During the 1920s, Carlsbad experienced an increase in population and economic growth as a result of
prosperous agricultural development. In 19241 North Carlsbad and the North Carlsbad Annex were platted
as Map Nos. 1807 and 1888. In 1928, the Schell & Site's Addition to Carlsbad was platted as Map No. 2145 .
By 1926, the town's population was recorded at approximately 1,500 residents.12 A large segment of the
population were Mexican immigrants who had left Mexico during the Mexican Revolution (1910-1920) and
established The Barrio, the town's first neighborhood. Into the 1930s, and with a population of 1,500 people,
the town was further subdivided to allow for the development of residential tracts. This development,
however, was stunted as the effects of the Great Depression rippled throughout America in the 1930s.
The cultural and economic climate changed again when the United States entered World War II in December
1941. The development of suburban residential communities rapidly increased across the nation in order to
accommodate the increased number of workers in industrial hubs, as well as the relocation of military
personnel. In the post-World War II era, Carlsbad experienced a rapid increase in population from the
recorded 2,400 residents in 1940 to 4,383 residents in 1950.13
Commercial buildings and residential homes were requisitioned by the military to house military personnel
as well as equipment, and also served as training facilities. The bluffs along Terramar Beach were utilized as

anti-aircraft stations, a service station across the street from the Gerhard Schutte Residence was converted
into a military police station, and Hosp Grove provided space for the US Army to erect tent cities. 14
As a result of the accelerated growth in what was then a suburban outpost of the City of San Diego, in 1952
citizens of Carlsbad approved municipal incorporation. By 1960, the population had again nearly doubled to
9,253. Carlsbad continued to expand from the 1960s onward, including the development of La Costa in 1972
located east of Batiquitos Lagoon, which resulted in additional population increases and a healthy economic
base for the City of Carlsbad. 15 In 1970 the population count was recorded at 14,944; 35,490 people
recorded in 1980; 63,126 in 1990 and 78,247 in 2000.16
South Coast Land Company
Incorporated in February of 1906, the South Coast Land Company (SCLC) was one of the largest land
promoters and developers in the San Diego area.17 The company was formed by Henry E. Huntington,
William G. Kerckhoff, Henry W. Keller, Charles Canfield, and Ed Fletcher. During the early 1900s, the
company purchased vast stretches of land between Oceanside to Del Mar. They are credited with promoting
the towns of Oceanside, Del Mar, Encinitas, and Carlsbad .
In 1914, the SCLC acquired the remaining lands from the Carlsbad Land and Mineral Water Company, as well
as adjoining properties in the area. The land was subdivided, and water rights were acquired from the San
Luis Rey River to encourage agricultural development of the area. Larger parcels were sold to facilitate
Carlsbad's development on a more solid foundation based on agriculture. The company drilled six water
wells in the San Luis Rey Valley and extended lines to Carlsbad to provide newly arriving settlers water for
farming.18 Their company policy was "to never market land until water is actually on land, ready for use,
roads built, and maps completed." The company offered potential buyers one share of water stock in the
Oceanside Mutual Water Company for each acre of land purchased.19 By 1927, the company owned and
operated 25 miles of water transmission main and distribution lines, in addition to storage facilities and
pumping plants. As a result, Carlsbad experienced a major population influx, leading to increased
development of Carlsbad.
Thum Lands Subdivision
The subject property is sited on Tract 247 of the Thum Lands Subdivision (Map No. 1681). The property is
located within the boundaries of the City of Carlsbad, north of the Agua Hedionda Lagoon. Commissioned in
1915 by the F. & W. Thum Company, the South Coast Land Company, and the Southern Title Guaranty
Company, the subdivision was created from over Goo acres of land, which included portions of the northwest

end of the former Rancho Agua Hedionda. The subdivision was divided into large individual tracts ranging
between 3 to 39 acres of land and located southwest of the original Carlsbad Townsite. The largest of the
tracts within the subdivision were Tract 231 at 39.5 acres and Tract 247 at 34.2 acres. Large parcels were sold
to newly arriving settlers to encourage the agricultural development of the area. The Thum Lands were
advertised by the South Coast Land Company from their Carlsbad and Los Angeles offices .
The tracts comprising the subdivision were not delineated by the Sanborn Fire Insurance Company but were
mapped by the South Coast Land Company on a 1923 Map of Carlsbad. In 1938, the area was captured on an
aerial photography survey and appears mostly rural with development in the form of agriculture. Between
the 1940s and 1960s, agricultural lands were replaced with the construction of single-family residences. By
the 1970s, the area appears fully developed as a sprawling urban and suburban neighborhood.

III. ARCHITECTURAL OVERVIEW
3926 Highland Drive I Construction History
Property construction history was established through the Residential Building Record, building permits,
and historic and current aerial photography. Based on the historic aerials, the 3926 Highland Drive property
was initially improved between 1939 and 1947 by the construction of a modest one-story dwelling
constructed in the Ranch architectural style by an unidentified builder. The approximately 800 square foot
residence featured a mostly rectangular floorplan, a slump brick fac;ade, a centered main entryway, metal
sliding sash and single hung windows in several sizes, a low-pitched side gable roof, and a brick chimney .
The property was first depicted on a 1947 aerial of the area that shows its original footprint (Earth Explorer
ID# 1CP0000110069).
Between 1947 and 1953, an addition was constructed extending south from the existing dwelling. The
approximately 280 square foot addition was most likely a single-car garage, a common feature in the Ranch
architectural style, constructed with a slightly smaller floorplan and lower roofline than the existing dwelling .
The addition is slightly visible on a 1953 aerial photograph (HistoricAerials.com). The garage addition was
converted into a bedroom at an unidentified date .
In 1968, a permit was submitted for the addition of a porch roof cover by property owner Leo J. Dybel
(Permit No.68-11). The location of the porch roof addition was not described in the permit record but was
likely added to the main (west) elevation. The porch addition is visible in a 1978 aerial photograph of the area
(HistoricAerials.com).
Between 2008 and 2011, a wrought iron fence with two automatic driveway gates was installed along the
main elevation under property owner Frank A. Mincilli's ownership. In 2018, Mr. Minicilli applied for a permit
for the construction of two Mediterranean style additions (Permit No. CBR2018-3523). The additions consist
of a detached one-story dwelling located towards the east end of the parcel at the lowest elevation of the
sloped lot completed in 2018 and an attached two-story addition extending from the northeast end of the
original dwelling completed in 2021 .
Additional permits submitted include plumbing, gas, and electrical permits (Permit No. 8944, 68-678,
CB961799, CB004946) .

Constructed in ca.194os, the 3926 Highland Drive property originally consisted of a modest single-story
Ranch style dwelling. It now has two Mediterranean style additions, one of which is a detached ADU and the
second which is a two-story addition to the original small 194os dwelling. The property is sited on a
rectangular sloped parcel, approximately 0.25 acres, located on the east side of Highland Drive on Tract No.
247 of the Thum Lands Subdivision in the City of Carlsbad. The surrounding residential area is composed of
single-family housing .
The original dwelling features an irregularfloorplan, an asymmetrical fa~ade, and is constructed on a
concrete foundation. The low-pitched side gabled roof is topped with composite shingles and has a
moderate eave overhang and a shed roof extension along the main (west) elevation. An offset brick chimney
is located along the ridge of the roof. The slump brick exterior is painted in white, with brown accent trim on
the windows and doors. Identifying Ranch style characteristics include: an asymmetrical fa~ade, one-story
rectangular floorplan, low-pitched side gabled roof with moderate eave overhang, and brick cladding.
The main (west) elevation faces Highland Drive with a moderate and typical setback from the street. The
property is enclosed behind a wrought iron fence with two automatic driveway gates located on the
northwest and southwest end corners of the parcel. A curved asphalt driveway provides access to the
property. The main elevation features an asymmetrical fa~ade, differing rooflines on the main dwelling and
the early garage addition, and is dominated by a full width front porch. The front porch is sheltered beneath
two divided shed roof extensions that extend from the main roofline of the dwelling and are supported by
seven evenly spaced wood square beams. A teal wood door with a metal screen-insert is centered along the
original section of the dwelling, with a metal-framed single-hung window to the left of the main entryway .
Two metal sliding sash windows are located to the far right of the elevation along the garage addition, now a
part of the dwelling .
The south elevation faces 3930 Highland Drive and has minimal decorative features. The elevation features a
moderate eave overhang and two double sliding sash windows .
The north elevation faces 3920 Highland Drive and consists of the original one-story dwelling and the large
2020 two-story addition. The two-story Mediterranean style addition extends from the northeast corner of

the original dwelling. The northwest corner of the original dwelling is still visible and features a rectangular
metal single-hung window .
The rear (east) elevation faces the sloped portion of the lot and the 2021 one-story detached ADU with a
rooftop patio. A set of steps span along the southeast portion of the lot, providing access to the
Mediterranean style detached ADU situated at the lowest elevation of the parcel. The rear elevation of the
original dwelling features an asymmetrical fac;ade, a moderate eave overhang with exposed rafter beams, a
rectangular metal sliding sash window, wood French doors, four wood-framed multi-lite casement windows,
and a recessed entryway between the original dwelling and the contemporary-era two-story addition.

Ranch Style
The Ranch style house first emerged in the early 1930s when architect Cliff May designed the first of its kind
in San Diego, California. Initially designed to be low-cost tract housing, the Ranch style was not intended to
be eye-catching. Its low-profile appearance and plain use of materials was a precursor architectural style to
the post-WWII building boom and extended the Minimal Traditional-style aesthetic that had been
popularized in the 1930s and 1940s. With deep eaves and long horizontal frames, Ranch style homes gave
Americans an easily constructed dwelling suitable for mass production .
Typically having a deep setback from the street, the horizontality of the house stretched interior spaces in a
linear, L-shaped, U-shaped, or H-shaped fashion. The Ranch style embraced the outdoors through
redefining courtyards and patios as out-door "rooms." New meaning was given to the roles and location of
rooms. The kitchen was brought forward to the front and rear of the dwelling. Ranch style homes typically
had open floor plans, combining the kitchen, dining, and living room into one communal family area. These
features were popular with baby boomers. As a result, the Ranch style dominated residential tracts
developed in the 1950s, 1960s, and 1970s throughout the United States .
Character-defining features of the Ranch include:

• Large, landscaped yards
• Horizontal, angular massing
• Hipped, cross-gabled, or side-gabled roofs, with moderate to wide eave overhang

IV. SIGNIFICANCE EVALUATION
The 3296 Highland Drive property was analyzed for historical and architectural significance under the
eligibility criteria of the Local Register and CRHR. These eligibility criteria establish a threshold under which
a property may be determined to meet the definition of an historical resource for the purposes of CEQA and
the local planning and development discretionary review process and inform the local designation request.
Maps delineating the subject property, with all built environment improvement locations depicted, are
included as Appendix B as part of the DPR 523 site form •
CRHR / Local Register Eligibility
CRHR / Local Criterion A/ 1: Associated with events that have made a significant contribution to the
broad patterns of local or regional history, or the cultural heritage of California or the United States .
The 3926 Highland Drive property is not eligible under CRHR / Local Register Criterion A/ 1 as it does not
exemplify or reflect special elements of the city's history. The property was constructed during the 1940s on
Tract 247 of the Thum Lands Subdivision in the City of Carlsbad. It was one of many single-family properties
constructed contemporaneously during the early development of the area. As such, Urbana determined the
property is not eligible under CRHR / Local Register Criterion A/ 1 .
CRHR / Local Criterion B / 2: Associated with the lives of persons important to local, California, or
national history.
Research does not indicate that the 3926 Highland Avenue property is associated with individuals significant
in local, state, or national history. For this reason, Urbana determined the property is not eligible under
CRHR / Local Register B / 2 .

CRHR / Local Criterion C / 3: It embodies the distinctive characteristics of a type, period, region, or
method or construction, or represents the work of a master, or possesses high artistic values .
In order to designate the property under Criterion C, the subject dwelling must possess the distinctive
characteristics of an architectural style, represent the work of a master, or has high artistic values. As
originally constructed, the 1940s dwelling at 3926 Highland Avenue was a modest example of the Ranch
style. A small garage addition was added at an early date .
The subject property featured several Ranch style design elements. These include a rectangular floorplan, a
slump brick fa~ade, metal sliding sash and single-hung windows in several sizes, a low-pitched side gable
roof, and a brick chimney. None of these elements would be considered distinctive. Rather, they are typical
and common. The property is not a significant example of the Ranch style. For this reason, Urbana
determined the property is not eligible under CRHR / Local Register C / 3 .
Over the years several alterations were made to the existing dwelling, altering the original form, plan, space,
structure, and style of the residence. Between 1947 and 1953, an addition was constructed extending south
from the existing dwelling (permit number was not identified). The addition was most likely a single-car
garage, a common feature in Ranch style dwellings. In 1968, a porch roof addition was added along the main
elevation supported by square wood columns (Permit No. 68-11). Because these changes were made in the
historic period prior to 1976 and are in keeping with the Ranch style, these changes did not have a negative
impact on the appearance of the original dwelling .
While the original dwelling is not considered architecturally significant, the dwelling as it existed in the
historic period has now been significantly modified by two substantial changes (Permit no. CBR2018-3523) .
The first was the construction of a large detached ADU constructed in 2018. In 2021, a large attached two-
story Mediterranean style addition was completed. As a result, the dwelling no longer exhibits the original
Ranch style design. Because its historic integrity has been lost, the property is not eligible for designation
under CRHR / Local Register Criterion C / 3 .
CRHR / Local Criterion D / 4: /t has yielded, or has the potential to yield, information important to the
prehistory or history of the local area, California, or the nation .

regional, state, or national history. Further study of the property is not likely to yield important information.
The property is not eligible under CRHR / Local Register Criterion D / 4 .
Local Register Criterion E: It is a geographically definable area with a concentration of buildings,
structures, improvements, or objects linked historically through location, design, setting, materials,
workmanship, feeling and/or association, in which the collective value of the improvements may be greater
than the value of each individual improvement.
The 3926 Highland Drive property is not in and of itself a geographically definable concentration of
buildings, structures, improvements, or objects linked historically through location, design, setting,
materials, workmanship, feeling and/or association. The property is not eligible under Local Register
Criterion E .
Integrity
Evaluation of integrity must always be grounded in an understanding of a resource's physical features and
how they relate to historic significance. To retain historic integrity, a resource will possess several, and
usually most, of the following seven aspects of integrity: location, materials, design, setting, workmanship,
feeling, and association. If it is determined that a resource is eligible for designation because it meets one or
more of the adopted designation criteria, the integrity of the resource must be evaluated. Integrity is the
ability of a resource to convey its significance. Only after the historic significance of a resource is fully
established can the issue of integrity be addressed .
The 3926 Highland Drive property has not been found by Urbana to be individually eligible for designation
under any of the criteria. Even if it had been considered significant as a modest example of the Ranch style,
the building has lost integrity due to substantial and recent modifications to the property. Further integrity
analysis is not merited .
Regulatory Conclusions
The 3926 Highland Drive property has been identified as ineligible for designation to or listing on the CRHR
and Local Register. Constructed during the 1940s, the dwelling was one of many single-family residences
constructed in the Ranch style during the early development of the City of Carlsbad. No specific information
was identified to indicate the property exemplifies or represents a specific element of Carlsbad's history

under Criterion A/ 1. Although the dwelling is identifiable as a modest example of the Ranch architectural
style, in its current appearance the property is not eligible under Criterion C / 3 as it has been substantially
altered. Further research did not indicate that the property was associated with individuals significant in
local, state, or national history and as such is not eligible under Criterion B / 2. The property has not been
found eligible under Criterion D / 4 as further study of the evaluated property would not appear to yield
information that could be regarded as important in local, regional, state, or national history. The evaluated
property is not located in a geographically definable area with a concentration of historic resources linked
historically through location, design, setting, materials, workmanship, feeling, and /or association under
Local Register Criterion E. Consequently, the subject property does not meet the definition of a historic
resource pursuant to CEOA Guidelines Section 15064.5, nor does it meet the definition of an historic
resource pursuant to Section 22.02.040 of the Carlsbad Municipal Code. As a result, Urbana has determined
that proposed projects at 3926 Highland Drive project would not cause an adverse effect to a historic
resource .

The 3926 Highland Drive property is sited on the east side of Highland Drive, approximately 140 feet south of the Tammarack
Avenue and Highland Drive intersection. Identified as San Diego County Assessor's Parcel Number 207-130-60-00, the property is
located within boundaries of the Thum Lands Subdivision in the City of Carlsbad. The property is accessible via Highland Drive
and Tammarack Avenue.

Property construction history was established through the Residential Building Record, building permits, and historic and
current aerial photography. Based on the historic aerials, the 3926 Highland Drive property was initially improved between
1939 and 1947 by the construction of a modest one-story dwelling constructed in the Ranch architectural style by an
unidentified builder. The approximately 800 square foot residence featured a mostly rectangular floorplan, a slump brick
fa~ade, a centered main entryway, metal sliding sash and single hung windows in several sizes, a low-pitched side gable roof,
and a brick chimney. The property was first depicted on a 1947 aerial of the area that shows its original footprint (Earth

The original dwelling features an irregular floorplan, an asymmetrical fac;ade, and is constructed on a concrete foundation. The
low-pitched side gabled roof is topped with composite shingles and has a moderate eave overhang and a shed roof extension
along the main (west) elevation. An offset brick chimney is located along the ridge of the roof. The slump brick exterior is
painted in white, with brown accent trim on the windows and doors. Identifying Ranch style characteristics include: an
asymmetrical fac;ade, one-story rectangular floorplan, low-pitched side gabled roof with moderate eave overhang, and brick
cladding.
The main (west) elevation faces Highland Drive with a moderate and typical setback from the street. The property is enclosed
behind a wrought iron fence with two automatic driveway gates located on the northwest and southwest end corners of the
parcel. A curved asphalt driveway provides access to the property. The main elevation features an asymmetrical fac;ade,
differing rooflines on the main dwelling and the early garage addition, and is dominated by a full width front porch. The front
porch is sheltered beneath two divided shed roof extensions that extend from the main roofline of the dwelling and are
supported by seven evenly spaced wood square beams. A teal wood door with a metal screen-insert is centered along the
original section of the dwelling, with a metal-framed single-hung window to the left of the main entryway. Two metal sliding
sash windows are located to the far right of the elevation along the garage addition, now a part of the dwelling .
The south elevation faces 3930 Highland Drive and has minimal decorative features. The elevation features a moderate eave
overhang and two double sliding sash windows .
The north elevation faces 3920 Highland Drive and consists of the original one-story dwelling and the large 2020 two-story
addition. The two-story Mediterranean style addition extends from the northeast corner of the original dwelling. The
northwest corner of the original dwelling is still visible and features a rectangular metal single-hung window .
The rear (east) elevation faces the sloped portion of the lot and the 2021 one-story detached ADU with a rooftop patio. A set of
steps span along the southeast portion of the lot, providing access to the Mediterranean style detached ADU situated at the
lowest elevation of the parcel. The rear elevation of the original dwelling features an asymmetrical fac;ade, a moderate eave
overhang with exposed rafter beams, a rectangular metal sliding sash window, wood French doors, four wood-framed multi-
lite casement windows, and a recessed entryway between the original dwelling and the contemporary-era two-story addition .

In 1968, a permit was submitted for the addition of a porch roof cover by property owner Leo J. Dybel (Permit No.68-11). The
location of the porch roof addition was not described in the permit record but was likely added to the main (west) elevation.
The porch addition is visible in a 1978 aerial photograph of the area (HistoricAerials.com) .
Between 2008 and 2011, a wrought iron fence with two automatic driveway gates was installed along the main elevation under
property owner Frank A. Mincilli's ownership. In 2018, Mr. Minicilli applied for a permit for the construction of two
Mediterranean style additions (Permit No. CBR2018-3523). The additions consist of a detached one-story dwelling located

Historical Overview ofthe Area
City of Carlsbad
The City of Carlsbad is a coastal city located in the northwest portion of San Diego County. Carlsbad is bounded to the north by
the City of Oceanside, to the east by Vista and San Marcos, and to the south by Encinitas. The city is located approximately 35
miles north of downtown San Diego and encompasses approximately a 40 square mile area. Carlsbad is a diverse community
that is characterized by its rolling hills and coastal bluffs. The city is situated in an area that features a significant number of the
region's coastal lagoons within the Carlsbad Watershed.' The Carlsbad Watershed contains four major coastal lagoons (Agua
Hedionda Lagoon, Buena Vista Lagoon, San Elijo Lagoon, and Batiquitos Lagoon). The watershed is drained by the Buena
Vista, Agua Hedionda, San Marcos, and Escondido creeks. The city is located in a semi-arid Mediterranean climate zone and
experiences a mild to tempered climate ranging between 47 to 90 degrees Fahrenheit. Much of the area is highly urbanized,
with a high percentage of undeveloped land under private ownership. The main tran·sportation corridor that intersects the area
from north to south is Interstate 5 .
Prior to European settlement, the area was traditionally occupied by the native Luiseiio and Kumeyaay people. The Luiseiio
were one of the Takic-speaking groups that occupied most of the area drained by the San Luis Rey and Santa Margarita Rivers.
The Kumeyaay were Yuman speakers who occupied much of the southern part of present-day Carlsbad, southeast into
Imperial County and south overlapping the United States-Mexico border near the Pacific Coast. 2 Both groups lived in semi-
sedentary village groups, each with specific subsistence territories encompassing hunting, collecting, and fishing areas. A
significant amount of trade was conducted between the two groups, including neighboring groups such as the Mohave,
Yu man, and Cocopa. It is estimated that prior to the European contact there was an estimated 19,000 Luiseiio and Kumeyaay
combined.3
In 1769, the first contact between Europeans and Native Americans in Southern California came as a result of the Spanish
Portola Expedition. The expedition, led by Gaspar de Portola, the governor of Las Californias, would lead to the founding of
Alta California. As Spanish exploration of the region increased, California Missions were founded with the objective to convert
and control Native Americans and expand European territory. The mission system of Alta California was led by Franciscan
missionaries who carefully selected lands located near major water sources and with ample land for agriculture. With the
establishment of missions, an economy of agriculture, ranching, and trade emerged. Mission San Diego, founded by Father
Junipero Serra, was established in 1769 in an area long inhabited by the Kumeyaay.4 In 1798, Mission San Luis Rey was
established along the lower San Luis Rey River, in present-day Oceanside. Both missions owned several ranches where they
raised livestock and crops.
Missionized Kumeyaay and Luiseiio were baptized and brought to live at the mission, while others were forced to work on
ranches founded by mission friars. Each ranch was established within 10 leagues of the mission and included ranches at Santa
Margarita, Las Flores, San Mateo, Pala, and Temecula. Friars appointed indigenous alca/des, or overseers, to manage the labor
on the ranches. 5 Alea/des looked over large herds of cattle as well as large fields of wheat, barley, and corn .
In 1821, following Mexico's independence from Spain, California mission lands were confiscated by the new Mexican
government and later redistributed to political favorites. The Mexican government issued more than 500 land grants of former
mission lands to prominent families to encourage settlement and agricultural development of Alta California. Land grants were
carefully documented on maps known as disenos that roughly delineated the boundaries of each grant.6 In 1842, Juan Maria
Marron was formally granted the lands of Rancho Agua Hedionda by Governor Alvarado. Marron was a former ship captain
who arrived in San Diego during the 1820s. He married the daughter of the Alcalde and was a city councilman in San Diego.
Rancho Agua Hedionda was under Marron's ownership for a little over a decade.7 The rancho encompassed 13,311 acres,
extending through most of present-day Carlsbad .

During the 1850s, following California's admission into the Union as the 31st state, most Mexican land grants were honored by
the U.S. courts with more restricted boundaries. Lands that were not part of the land grant were owned by the new
government until it was acquired by settlers through purchase or homesteading. In 1853, Marron passed away at the age of 45,
leaving most of Rancho Agua Hedionda to his widow and four children.8 In 1860, his heirs took a s6,ooo loan to help pay for the
new American land tax. The loan was acquired from Francis Hinton with the Rancho as collateral. Hinton was a native New
Yorker who moved west as part of the Boundary Commission Guard during the Mexican-American War. In 1865, Hinton took
possession of the former Rancho following the Marron family's inability to repay the debt. With the help of Robert Kelly, a
partner and friend, Hinton managed the former rancho.9 In 1870, Hinton passed away leaving the Rancho under the Robert
Kelly family ownership .
By the 1880s, the commercialization of railroads spread across the United States and greatly influenced the development of
many suburban districts, including what would later become the town of Carlsbad. The railroad hub that developed in Southern
California allowed for small suburban agricultural communities to flourish with the transnational access to mercantile,
agricultural, and industrial goods and services that were readily available. Carlsbad, like other coastal towns, had an almost
predetermined future as their town sites were among the railroad routes .
In 1883, a stop was established in the area for the California Southern Railroad known as Frazier's Station. Soon thereafter John
Frazier began selling high-quality mineral water to passengers, sourced locally from a nearby well. In 1886, the Carlsbad Land
and Mineral Company was established and in September of that year, platted its "Map of Carlsbad."10 Recorded as Map No.365
on February 2, 1887, the tract included 86 rectilinear blocks set parallel to the coastline. The new town was named Carlsbad and
was located just outside of Rancho Agua Hedionda on federal land along the coast south of Buena Vista Lagoon. Additional
tracts were platted around the townsite including J.A. Faucher's Highland Addition to Carlsbad (Map No. 541, Recorded 1888),
Patterson's Addition (Map No. 565, Recording date not identified), the Sunny Slope Tract (Map No. 486, Recorded 1888
updated 1906), Mill's Addition to Carlsbad (Map No. 514, Recorded 1888), Cedar Hill Addition (Map No. 532, Recorded 1888),
Carlsbad Ranch (Map No. 1637, Recorded 1914), and the South Coast Land Company's Map of Carlsbad Lands (Map No. 1661,
Recorded 1915).11
During the 1920s, Carlsbad experienced an increase in population and economic growth as a result of prosperous agricultural
development. In 1924, North Carlsbad and the North Carlsbad Annex were platted as Map Nos. 1807 and 1888. In 1928, the
Schell & Site's Addition to Carlsbad was platted as Map No. 2145. By 1926, the town's population was recorded at
approximately 1,500 residents.12 A large segment of the population were Mexican immigrants who had left Mexico during the
Mexican Revolution (1910-1920) and established The Barrio, the town's first neighborhood. Into the 1930s, and with a
population of 1,500 people, the town was further subdivided to allow for the development of residential tracts. This
development, however, was stunted as the effects of the Great Depression rippled throughout America in the 1930s .
The cultural and economic climate changed again when the United States entered World War II in December 1941. The
development of suburban residential communities rapidly increased across the nation in order to accommodate the increased
number of workers in industrial hubs, as well as the relocation of military personnel. In the post-World War II era, Carlsbad
experienced a rapid increase in population from the recorded 2,400 residents in 1940 to 4,383 residents in 1950.13
Commercial buildings and residential homes were requisitioned by the military to house military personnel as well as
equipment, and also served as training facilities. The bluffs along Terra mar were utilized as anti-aircraft stations, a service
station across the street from the Gerhard Schutte Residence was converted into a military police station, and Hosp Grove
provided space for the US Army to erect tent cities. 14

As a result of the accelerated growth in what was then a suburban outpost of the City of San Diego, in 1952 citizens of Carlsbad
approved municipal incorporation. By 1960, the population had again nearly doubled to 9,253. Carlsbad continued to expand
from the 1960s onward, including the development of La Costa in 1972 located east of Batiquitos Lagoon, which resulted in
additional population increases and a healthy economic base for the City of Carlsbad. 15 In 1970 the population count was
recorded at 14,944; 35,490 people recorded in 1980; 63,126 in 1990 and 78,247 in 2000.16
South Coast Land Company
Incorporated in February of 1906, the South Coast Land Company (SCLC) was one of the largest land promoters and
developers in the San Diego area.17 The company was formed by Henry E. Huntington, William G. Kerckhoff, Henry W. Keller,
Charles Canfield, and Ed Fletcher. During the early 1900s, the company purchased vast stretches of land between Oceanside to
Del Mar. They are credited with promoting the towns of Oceanside, Del Mar, Encinitas, and Carlsbad.
In 1914, the SCLC acquired the remaining lands from the Carlsbad Land and Mineral Water Company, as well as adjoining
properties in the area. The land was subdivided, and water rights were acquired from the San Luis Rey River to encourage
agricultural development of the area. Larger parcels were sold to facilitate Carlsbad's development on a more solid foundation
based on agriculture. The company drilled six water wells in the San Luis Rey Valley and extended lines to Carlsbad to provide
newly arriving settlers water for farming.18 Their company policy was "to never market land until water is actually on land,
ready for use, roads built, and maps completed." The company offered potential buyers one share of water stock in the
Oceanside Mutual Water Company for each acre of land purchased.19 By 1927, the company owned and operated 25 miles of
water transmission main and distribution lines, in addition to storage facilities and pumping plants. As a result, Carlsbad
experienced a major population influx, leading to increased development of Carlsbad.
Thum Lands Subdivision
The subject property is sited on Tract 247 of the Thum Lands Subdivision (Map No. 1681). The property is located within the
boundaries of the City of Carlsbad, north of the Agua Hedionda Lagoon. Commissioned in 1915 by the F. & W. Thum Company,
the South Coast Land Company, and the Southern Title Guaranty Company, the subdivision was created from over 600 acres
of land, which included portions of the northwest end of the former Rancho Agua Hedionda. The subdivision was divided into
large individual tracts ranging between 3 to 39 acres of land and located southwest of the original Carlsbad Townsite. The
largest of the tracts within the subdivision were Tract 231 at 39.5 acres and Tract 247 at 34.2 acres. Large parcels were sold to
newly arriving settlers to encourage the agricultural development of the area. The Thum Lands were advertised by the South
Coast Land Company from their Carlsbad and Los Angeles offices .
The tracts comprising the subdivision were not delineated by the Sanborn Fire Insurance Company but were mapped by the
South Coast Land Company on a 1923 Map of Carlsbad. In 1938, the area was captured on an aerial photography survey and
appears mostly rural with development in the form of agriculture. Between the 1940s and 1960s, agricultural lands were
replaced with the construction of single-family residences. By the 1970s, the area appears fully developed as a sprawling urban
and suburban neighborhood .

construction, or represents the work of a master, or possesses high artistic values.
In order to designate the property under Criterion C, the subject dwelling must possess the distinctive characteristics of
an architectural style, represent the work of a master, or has high artistic values. As originally constructed, the 1940s
dwelling at 3926 Highland Avenue was a modest example of the Ranch style. A small garage addition was added at an
early date .
The subject property featured several Ranch style design elements. These include a rectangular floorplan, a slump brick
fa~ade, metal sliding sash and single-hung windows in several sizes, a low-pitched side gable roof, and a brick chimney .
None of these elements would be considered distinctive. Rather, they are typical and common. The property is not a
significant example of the Ranch style. For this reason, Urbana determined the property is not eligible under CRHR /
Local Register C / 3 .
Over the years several alterations were made to the existing dwelling, altering the original form, plan, space, structure,
and style of the residence. Between 1947 and 1953, an addition was constructed extending south from the existing
dwelling (permit number was not identified). The addition was most likely a single-car garage, a common feature in
Ranch style dwellings. In 1968, a porch roof addition was added along the main elevation supported by square wood
columns (Permit No. 68-11). Because these changes were made in the historic period prior to 1976 and are in keeping
with the Ranch style, these changes did not have a negative impact on the appearance of the original dwelling .
While the original dwelling is not considered architecturally significant, the dwelling as it existed in the historic period has
now been significantly modified by two substantial changes (Permit no. CBR2018-3523). The first was the construction of
a large detached ADU constructed in 2018. In 2021, a large attached two-story Mediterranean style addition was
completed. As a result, the dwelling no longer exhibits the original Ranch style design. Because its historic integrity has
been lost, the property is not eligible for designation under CRHR / Local Register Criterion C / 3 .

Integrity
Evaluation of integrity must always be grounded in an understanding of a resource's physical features and how they
relate to historic significance. To retain historic integrity, a resource will possess several, and usually most, of the
following seven aspects of integrity: location, materials, design, setting, workmanship, feeling, and association. If it is
determined that a resource is eligible for designation because it meets one or more of the adopted designation criteria,
the integrity of the resource must be evaluated. Integrity is the ability of a resource to convey its significance. Only after
the historic significance of a resource is fully established can the issue of integrity be addressed.
The 3926 Highland Drive property has not been found by Urbana to be individually eligible for designation under any of
the criteria. Even if it had been considered significant as a modest example of the Ranch style, the building has lost
integrity due to substantial and recent modifications to the property. Further integrity analysis is not merited.
Regulatory Conclusions
The 3926 Highland Drive property has been identified as ineligible for designation to or listing on the CRHR and Local
Register. Constructed during the 1940s, the dwelling was one of many single-family residences constructed in the Ranch
style during the early development of the City of Carlsbad. No specific information was identified to indicate the property
exemplifies or represents a specific element of Carlsbad's history under Criterion A/ 1. Although the dwelling is
identifiable as a modest example of the Ranch architectural style, in its current appearance the property is not eligible
under Criterion C / 3 as it has been substantially altered. Further research did not indicate that the property was
associated with individuals significant in local, state, or national history and as such is not eligible under Criterion B / 2 .
The property has not been found eligible under Criterion D / 4 as further study of the evaluated property would not
appear to yield information that could be regarded as important in local, regional, state, or national history. The
evaluated property is not located in a geographically definable area with a concentration of historic resources linked
historically through location, design, setting, materials, workmanship, feeling, and /or association under Local Register
Criterion E. Consequently, the subject property does not meet the definition of a historic resource pursuant to CEOA
Guidelines Section 15064.5, nor does it meet the definition of an historic resource pursuant to Section 22.02.040 of the
Carlsbad Municipal Code. As a result, Urbana has determined that proposed projects at 3926 Highland Drive project
would not cause an adverse effect to a historic resource .

Alexia Landa is a Veteran of the United States Navy having served from 2007-2012, including
deployments in the Middle East. For the USN, she served as an Aircrew Survival
Equipmentman. In this capacity she inspected aircraft and aircrew life-support equipment for
evidence of abuse, damage, or malfunction. She holds a Bachelor of Arts (double major) in
History and Anthropology from San Diego State University. Prior to joining Urbana, Alexia
served as an Archaeological Specialist for the California Department of Parks and Recreation
Southern Service Center where she performed archaeological monitoring and site
assessment activities for a variety of project types including State Park facility improvements,
historic building maintenance, and municipal water and sewer system repair and
replacement. She meets The Secretary of the Interior's Historic Preservation Professional
Qualifications Standards in the discipline of History. At Urbana Alexia leads field survey and
monitoring activities, conducts contextual and site-specific research, prepares historic
context statements, and authors technical reports and site records. Ms. Landa's passion for
history is demonstrated through her volunteer work with the Museum of Man, the San Diego
Museum of Natural History, and as a member of the Board of Directors for the San Diego
County Archaeological Society.
