HomeMy WebLinkAbout2005-05-02; Traffic Safety Commission; ; Establish an all-way stop on Camino de las Ondas at the intersections of: Lemon Leaf Drive, Camphor Place, Lonicera StreetCITY OF CARLSBAD TRAFFIC SAFETY COMMISSION STAFF REPORT COMMISSION MEETING OF: May 2, 2005 ITEMNO. 6B LOCATION: Intersections on Camino de las Ondas at Lemon Leaf Drive, Camphor Place, and Lonicera Street INITIATED BY: The Mariners Point Community Association REQUESTED ACTION: Establish an all-way stop on Camino de las Ondas at the intersections of: • Lemon Leaf Drive • Camphor Place • Lonicera Street BACKGROUND: Lemon Leaf Drive and Lonicera Street intersect Camino de las Ondas in a cross street configuration and Camphor Place intersects Camino de las Ondas in a T-intersection configuration. (see Exhibit 1) Stop signs have been installed on both legs of Lemon Leaf Drive, on both legs of Lonicera Street and on Camphor Place at Camino de las Ondas to assign the right-of-way at these intersections. In March 2004, these three intersections on Camino de las Ondas were evaluated for all-way stops based on a request of the Mariners Point Community Association. At that time, none of the three intersections met any of the all-way stop warrants. The Association is requesting that the intersection be re-considered for establishing all-way stops because of limited comer sight distance. DATA: Existing Conditions Camino de las Ondas is a public street and is unclassified on the Circulation Element of the General Plan. Camino de las Ondas intersects Paseo del Norte on the west and follows a straight alignment to the east with the exception that the easterly one-third mile segment of the roadway has a curvilinear alignment terminating at A viara Parkway. Camino de las Ondas is a two-lane roadway separated by a painted double-yellow centerline. It is fully improved with curb, gutter, sidewalks and streetlights and has a curb-to-curb width of 40 feet in the study area. There is a traffic signal at the west end at the intersection of Paseo Del N01te and at the T-intersection of Aviara Parkway a stop sign has been installed on Camino de las Ondas. An all-way stop has been established at the intersections of Hidden Valley Road and also at the Pacific Rim Elementary School driveway/Alderwood Drive. ( CITY OF CARLSBAD TRAFFIC SAFETY COMMISSION STAFF REPORT COMMISSION MEETING OF: May 2, 2005 ( continued) ITEMNO. 6B The horizontal alignment of Camino de las Ondas from A viara Parkway through the curve west of Lonicera Street follows a curvilinear alignment. Two horizontal curves with a 600-foot centerline radius are located just east and west of Camphor Place. Two other horizontal curves have 300-foot radius centerline curves and are located immediately west of the intersection of Lonicera Street and immediately east of Lemon Leaf Drive. These horizontal curves meet the Engineering Department standard design criteria for a collector street However, sight visibility is limited to the west from the northerly leg of Lonicera Street due to the 300-foot horizontal curve. The vertical alignment of Camino de las Ondas through the study area has centerline grades that vary between 2.00% and 9.43%. As a result, there is a 320-foot crest vertical curve located west of the Lemon Leaf Drive intersection, which limits sight visibility to the west from both legs of Lemon Leaf Drive. A speed survey conducted on April 5, 2005 found a critical speed, or 85th percentile speed, of 41 miles per hour at the intersection of Barberry Place. The critical speed is defined as the speed at which 85% of the vehicles are traveling at or below. Previously, a 40 mile per hour speed limit has been posted on Camino de las Ondas. Speed limit signs have been posted on Camino de las Ondas for westbound drivers at Lemon Leaf Drive and at Batiquitos Drive. For eastbound drivers the signs are placed immediately east of Paseo del Norte and at Batiquitos Drive. To alert drivers traveling on Camino de las Ondas, SIDE ROAD signs have previously been installed for eastbound traffic approaching Lonicera Street, and for westbound traffic approaching Camphor Place. In addition, a CROSS ROAD warning sign for eastbound traffic has been installed for drivers approaching Lemon Leaf Drive. Accident Analysis Staff researched the collision history from January 1, 2002 to the present for reported collisions at the three intersections. There were no reported traffic collisions at the intersections of Lonicera Street or Camphor Place. However, in 2002 there were two traffic collisions reported at the intersection of Lemon Leaf Drive, with violation of right-of-way being the primary collision factor. Comer Sight Distance Sight distance is the length of road that is visible to the driver. Comer sight distance is provided at intersections to allow drivers of a vehicle stopped on the minor street to view approaching vehicles on the intersecting road and decide when to enter or cross the intersection. It is desirable that the available sight distance for the driver of a vehicle on the side street be at least equal to the appropriate stopping sight distance for the major road. If so, drivers generally have sufficient sight distance to anticipate conflicts and avoid a collision. ( CITY OF CARLSBAD TRAFFIC SAFETY COMMISSION STAFF REPORT COMMISSION MEETING OF: May 2, 2005 ( continued) ITEMNO. 6B From the Caltrans Highway Design Manual, when interpolating Table 405.lA, the comer sight distance value necessary for the posted and measured critical speed of 40 miles per hour on Camino de las Ondas is given as 455 feet. Staff conducted measurements of the existing comer sight distance available for drivers on the side streets to view an approaching vehicle. The driver position was assumed to be 9.9 feet behind the prolongation of the curb line with the front of the vehicle at the curb prolongation. A driver is expected to move forward to increase the comer sight distance if there is a limitation due to vegetation or the roadway curvature. Comer sight distance measurements for each intersection are indicated on Table A, B, and C. Exhibits 3, 4, and 5 attached show the intersections and the measured comer sight distance. ( \ CITY OF CARLSBAD TRAFFIC SAFETY COMMISSION STAFF REPORT COMMISSION MEETING OF: May 2, 2005 ( continued) Stopping Sight Distance ITEMNO. 6B When the measured comer sight distance is less than the minimum design standard, it may be attributed to obstructions on private property such as walls, homes, trees, vegetation, etc. The Caltrans Highway Design Manual recognizes that the cost to achieve the comer sight distance may be excessive and that the high costs may be attributable to the need to acquire additional right-of-way, building removal, extensive excavation, or unmitigable environmental impacts. In these restrictive conditions, the Highway Design Manual provides that a lesser value of comer sight distance may be used when the existing value for comer sight distance is equal to the stopping sight distance. For a posted 40 mile per hour road, the minimum required stopping sight distance required is 308 feet. The minimum required stopping sight distance is the distance required by the driver on the major road for the given speed to bring the vehicle to a stop after an object in the road becomes visible. The stopping sight distance, in concept, provides sufficient distance for the majority of drivers to control the vehicle and safely stop to avoid collision with the object in the road. It is measured from the driver's eyes, assumed to be 42 inches above the pavement surface, to an object 6 inches high on the road. Stopping sight distance measurements for each of the legs of the intersections not meeting the comer sight distance are indicated on Table D, E, and F. Exhibits 6, 7, and 8 attached depict the intersections and the measured stopping sight distance. As shown in Tables D, E, and F, and Exhibits 6, 7, and 8, the minimum required stopping sight distance of 308 feet for a road with a 40 mile per hour critical speed is not being provided for eastbound traffic approaching Lemon Leaf Drive (N) and (S), for westbound traffic approaching Camphor Place, and for eastbound traffic approaching Lonicera Street (N). In situations when the minimum required stopping sight distance is not being provided, sight visibility should be improved to provide at least the minimum required stopping sight distance. Other actions, such as the installation of stop signs, may be considered. A summary of available sight distance at each intersection is as follows: 1. Lemon Leaf Drive: A crest vertical curve and a horizontal curve located on Camino de las Ondas west of the Lemon Leaf Drive intersection limits sight visibility to the west from both legs of Lemon Leaf Drive. 2. Camphor Drive: A horizontal curve and a crest vertical curve located on Camino de las Ondas east of the Camphor Drive intersection limits sight visibility to the east from Camphor Place. In addition, landscaping that is growing on the northeast comer of the intersection and along the north side of Camino de las Ondas also limits sight visibility to the east from Camphor Place. Trimming back, lowering and maintaining this landscaping will improve the comer sight visibility to the east at this intersection. However, trimming of the landscaping alone will not provide the required minimum stopping sight distance. 3. Lonicera Street: A horizontal curve and a vertical curve located on Camino de las Ondas west of the Lonicera Street intersection limits sight visibility to the west from Lonicera Street (N). In addition, landscaping growing near the northwest comer of the intersection along the north side of Camino de las Ondas also limits sight visibility to the west from Lonicera Street (N). This landscaping needs to be either removed, or lowered and regularly maintained, to help to improve the comer sight visibility to the west at this intersection. Removal or trimming of the landscaping alone will not provide the required minimum stopping sight distance. ( CITY OF CARLSBAD TRAFFIC SAFETY COMMISSION STAFF REPORT COMMISSION MEETING OF: May 2, 2005 , ( continued) Conclusion ( ITEMNO. 6B Sight visibility limitations exist at all three intersections to the extent that the minimum required stopping sight distance of 308 feet is not being provided in all directions. If the required minimum stopping sight distance cannot be provided, other actions can be considered to reduce potential conflicts. Mitigation Camphor Place is 366 feet westerly of Lemon Leaf Drive. An analysis was conducted to determine the need for an all-way stop at Camphor Place if an all-way stop was placed at Lemon Leaf Drive. Field studies revealed that from an assumed stop on Camino de las Ondas at Lemon Leaf Drive, a westbound vehicle on Camino de las Ondas attained a speed of 33 miles per hour (at a typical acceleration rate) when the driver reached the intersection of Camphor Place. For a speed of 33 miles per hour, a stopping sight distance of 233 feet is required. On Table E, the stopping sight distance for a westbound vehicle on Camino de las Ondas approaching Camphor Place was shown to be 267 feet. It can be concluded that if there were an all-way stop installed at the intersection of Lemon Leaf Drive/Camino de las Ondas, an all-way stop would not be required at Camphor Place. This is based upon the existing 267 feet of stopping sight distance being greater than the 233 feet of stopping sight distance for a 33 mile per hour speed (267 feet is the minimum required stopping sight distance for 36.1 miles per hour). Trimming of landscaping at the intersections of Camphor Drive and at Lonicera Street will help maximize the available comer sight distance although the available length will remain below the minimum required. The landscaping should be maintained after trimming and not allowed to grow to a height that further limits sight distance. RECOMMENDATION: The Traffic Safety Coordinating Committee recommends that an all-way stop be established on Camino de las Ondas at the intersection of Lemon Leaf Drive and also at the intersection of Lonicera Street and that the HOA or individual property owner trim landscaping at the intersections of Camphor Drive and at Lonicera Street to help lengthen the available comer sight distance. NECESSARY CITY COUNCIL ACTION: The City Council must adopt ordinances to establish the all-way stop signs as recommended. ABEL/A AVE. Twice, during 2002 and 2004, the Association requested such studies and in both cases, these traffic studies based on the . evaluation criteria of the Transportation Division by staff did not warrant such installation. The completion of construction of forty additional homes being built by Standard Pacific, current traffic volume will increase even more in that these homes are being built on Lonicera Street and Lemon Leaf Drive. This will result-in approximately one hundred resident's vehicles entering Camino de las Ondas from Lemon Leaf Drive (south) in addition to other vehicles from contractors, vendors etc. About two hundred resident's vehicles are entering Camino de las Ondas at Lonicera Street when traveling east. Traffic from the newly built homes will increase this number by about forty or more vehicles. Please review the attached schematic street plan for clarification. The intersections of Camino de las Ondas with Lemon Leaf Drive, Lonicera Street and Camphor Place allow for a limited sight distance with respect to vehicles on Camino de las Ondas due to street curvatures and elevation differentials and present true traffic hazards for our residents and is considered a major safety issue. While the number of Traffic Collision Reports (as issued by the Carlsbad Police Department) might not be large, the number of unreported 'close calls' is quite significant and almost a daily occurrence. This is especially troubling for elderly residents as well as those traveling with small children in their cars and it is generally felt that traffic accidents with fatalities or severe injuries are only a matter of time before they happen. It is for these reasons that we are asking for the installation of Four Way Stop Signs at the intersection of Camino de las Ondas at Lemon Leaf Drive and Lonicera Street and Three Way Stop Signs at Camino de las Ondas and Camphor Place. We have attached petition signature lists of Mariners Point residents as an indicator of the seriousness of this situation as seen by homeowners. The previous decisions by the City's Traffic Engineers are simply not acceptable and we strongly urge the Commission to review our request and reverse those findings.
