CUP-201 -(POTOMAT CORP.) Request for an amendment to the approved Site Development Plan and a Conditional Use Permit for a drive-thru film processing and sales facility in West Bluff Plaza in the C-1-Q zone. I . PROJECT DESCRIPTIOB The proposed project involves the construction of a 36 square foot commercial building for the purpose of walk-up and drive- thru service of film processing and sales. As shown on Exhibit "A", this project will be located in the West Bluff Plaza parking lot, near the corner of Dove Lane and El Camino Real. Presently, the site is occupied by a landscape island which would be decreased in size to accommodate the drive-thru unit and an 87-foot long by 10-foot wide stacking lane for customers. This lane should accommodate a stack-up of two vehicles in addition to a customer being served at the window. As proposed, the unit will be one-sided, 12 feet in height, and painted and trimmed to match the shopping plaza. I I . All ALY SIS Planning Issues 1) Is the proposed project compatible with the existing plaza and parking facilities with respect to visual impacts and traffic flow concerns? 2) Does the project meet the required findings for a Conditional Use Permit? III. DISCUSSIOB As proposed, the requested project and use should have a minimal impact upon the existing shopping plaza. As shown on Exhibit "B", the structure itself will be attractive and in conformance with the design criteria of the center. The stacking lane on the east side of the unit should adequately accommodate expected vehicle traffic for the facility and should not interfere with traffic circulation. Also, to minimize conflicts, vehicle service will be one-way only, and no business will be conducted on the west side of the facility. The leased offices and stores in the plaza at the present time with the exception of Rancho Market, are not considered high traffic generators and the parking lot is only moderately occupied during peak hours. Vehicular traffic within the plaza generally travels through the more easterly traffic aisle directly fronting on the businesses themselves. The lane upon which Fotomat Corporation requests their facility maintains a rather low volume of traffic. Staff feels this basic trend will continue. Additionally, since the plaza parking area is heavily landscaped, the reduction in landscape area to accommodate the facility will not affect the overall appearance of the center. Staff has found that the requested use is desirable for the development of the community, is essentially in harmony with the various elements and objectives of the general plan, and is not detrimental to the existing uses or to uses permitted in the zone. Further, the proposed site is adequate in size and shape to accommodate the use, and the street system serving the use is adequate to properly handle the expected traffic generated by the use. In general, the use requested by SOP 77-l(D) and CUP-201 will not conflict with the present and future goals for the area. Staff believes, therefore, this use can meet the required findings for a Conditional Use Permit. IV. EBVIROBMEIITAL RBVIBW The Planning Director has determined that this project will not have a significant impact upon the environment and has issued a Negative Declaration on May 14, 1981. V. RBCOMMEIIDATIOB It is recommended that the Planning Commission APPROVE the Negative Declaration issued by the Planning Director and adopt Resolution No. 1806, approving SOP 77-l(D) and Resolution No. 1807, approving CUP-201, based on the findings and subject to the conditions contained therein.
