This memorandum provides information related to the realignment of the lancer Day Parade
route.
Background:
Carlsbad High School hosts an annual parade on 'lancer Day' each Fall. The parade has taken
numerous paths around Carlsbad Village, the first-ever route being along State Street in 1959.
Discussion:
Situation and Analysis:
The Police Department recognizes the need to continually evaluate events held within the city
regarding security and safety. During an evaluation of the lancer Day Parade, necessary security
enhancements were identified.
The Police Department worked collaboratively with t he Carlsbad Unified School District and
engaged in meetings with staff from Carlsbad High School regarding the parade. Through these
meetings, staff analyzed the parade route and staging location, to determine the best plan from
a safety perspective while still providing an enjoyable venue for t he attendees.
Response:
The new parade route will provide greater safety for parade participant s and spectators. The
parade route will be moved slightly south from t he exist ing rout e, while staying within t he
Village. The new parade route will utilize Pine Avenue Park, the Senior Center, and Chase Field as
t he pillars around which t he parade route will travel. Below is an image that depicts the new
parade route and staging area.

The new parade route will be the same length as the prior route, however, it will allow the Police
Department to block off areas in sections rather than having a roving closure.
Additionally, having both Pine Avenue Park and Chase Fie Id in the center of the parade route
allows participants to move freely from one area of the route to another without having to
traverse busy roadways and intersections.
Next Steps:
The Carlsbad Unified School District will submit its application fora special event with the City of
Carlsbad. The Police Department has already coordinated with the city's Special Events
Coordinator regarding these upcoming changes.
Additionally, the Carlsbad Unified School District, being assisted by the Police Department, will
conduct community outreach to the affected areas to ensure that the residents are aware of the
change and that any concerns are addressed before the event.
