HomeMy WebLinkAbout2008-03-03; Traffic Safety Commission; ; Establish a No Parking zone on both sides of Afton Way( ( CITY OF CARLSBAD TRAFFIC SAFETY COMMISSION STAFF REPORT COMMISSION MEETING OF: March 3, 2008 LOCATION: INITIATED BY: Afton Way City Engineer ITEMNO. 6B REQUESTED ACTION: Establish a No Parking zone on both sides of Afton Way BACKGROUND: Afton Way is a residential side street located immediately south of Carlsbad Village Drive on the west side of Celinda Drive in the single-family neighborhood of Brentwood Heights (see Exhibit 1). Some residents in Brentwood Heights, concerned that vehicles from Rising Glen Apartments were being parked on Celinda Drive, Afton Way and Kimberly Court, contacted the City requesting parking prohibitions. This request was made due to a variety of problems experienced by the residents. Several City departments are responding to the residents concerns on Celinda Drive and Afton Way. In response, staff conducted formal and informal monitoring of parked vehicles on these streets over a two-month period. The parking monitoring found that from zero to six vehicles park on one or both sides of Afton Way. DATA: Afton Way, Celinda Drive, and Kimberly Court are all public streets. Afton Way is a local street and approximately 180 feet in length. Afton Way is improved with curb and gutter on both sides of the street and sidewalk on the south side only. The street width is 32 feet curb-to-curb, and there is no cul-de-sac or adequate turnaround on the west end of Afton Way. Afton Way terminates at a private driveway providing ingress and egress to a 3.92 acre property with a single-family home (2801 Afton Way). Afton Way is the stern of a "T" intersection currently controlled by a stop sign at Celinda Drive. Streets with a 32 foot wide curb-to-curb width typically provide parking on only one side of the street in accordance with city standards. On Afton Way, there is no cul-de-sac or adequate turnaround to facilitate westbound drivers that desire to U-turn and park on the south side of the street. It is expected that when vehicles are displaced from Afton Way due to the parking restriction, there will be more vehicles being parked on Celinda Drive. Staff recommends that a No Parking zone be established on both sides of Afton Way for a distance of 180 feet. RECOMMENDATION: The Traffic Safety Coordinating Committee recommends establishing a No Parking zone on both sides of Afton Way for a distance of 180 feet. NECESSARY CITY COUNCIL ACTION: The City Council must adopt an ordinance to establish the No Parking zone as recommended.
