PLEDGE OF ALLEGIANCE: Vice Chair Venegas-Garcia led the Pledge of Allegiance. APPROVAL OF MINUTES: Minutes of the Regular Meeting held June 1, 2023 Motion by Vice Chair Venegas-Garcia, second by Commissioner Schouwe, to approve the minutes of the Regular Meeting held June 1, 2023, as presented. Motion carried, 5/0. PRESENTATIONS: None. CONSENT CALENDAR: None. PUBLIC COMMENT: None. PUBLIC HEARINGS: None. DEPARTMENTAL REPORTS: 1. 2023-2030 PARKS & RECREATION DEPARTMENT MASTER PLAN UPDATE – Accept the 2023-2030 Parks & Recreation Department Master Plan Update and recommend its adoption by the City Coun- cil. (Staff Contact: Mick Calarco, Parks & Recreation Department) Recommendation: Accept the 2023-2030 Parks & Recreation Department Master Plan Update and recommend its adoption by the City Council. Parks & Recreation Director Kyle Lancaster and Recreation Services Manager Mick Calarco intro- duced the item and reviewed a PowerPoint presentation (on file in the Office of the City Clerk). Parks & Recreation Director Kyle Lancaster advised the commission that the public should have filled out a speaker slip prior to the beginning of Item No. 1. He added that the commission would now need to vote to allow the public that submitted speakers slips after the item began, to speak. Motion by Commissioner Fitz-Patrick second by Commission Ross, to allow public comments. Mo- tion carried, 5/0. Wayne Sandrick spoke about the need for more Pickleball Courts. He explained that it is a genera- tional sport and continuing to grow in popularity among all ages. SENIOR COMMISSION Minutes Sept. 18, 2023 Senior Commission Special Meeting Page 2 Brett Lewis spoke about the immediate expansion of Pickleball Courts to eliminate overcrowding and limited player time. Paul Thornton spoke about expanding Pickleball Courts at Poinsettia Park. He added that the courts are always impacted no matter what time of the day. Motion by Chair Rangus, second by Vice Chair Venegas-Garcia, to accept the 2023-2030 Parks & Recreation Department Master Plan Update and recommended its adoption by the City Council. Motion carried, 5/0. COMMISSION COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS: This portion of the agenda is for the Commission to make brief announcements, brief reports of their activities and requests for future agenda items. Chair Rangus suggested a field trip for the Commissioners to visit the parks in Carlsbad. DIRECTOR’S COMMENTS: Parks & Recreation Director Kyle Lancaster thanked the commissioners for their time and consid- eration in bringing the Parks & Recreation Department Master Plan Update forward.
