La Costa A venue between El Camino Real and Rancho Santa Fe Road

REQUESTED ACTION: Update on La Costa Avenue Improvement Plan
BACKGROUND:
La Costa Avenue between El Camino Real and Rancho Santa Fe Road is currently
classified as a secondary arterial and has direct access to residential units. There are two
through lanes in each direction of travel and a two-way left turn lane on most of this
section of La Costa A venue. Staff has received complaints about traffic safety issues and
concerns that excessive vehicle speeds have negatively impacted residents' quality of life.
Staff will use a consultant team to conduct a public outreach program and work with the
community to develop the La Costa A venue Improvement Plan. This plan is intended to
enhance the residential character of the area while maintaining this roadway section as a
main east-west corridor.
DATA:
Traffic Signal Systems Engineer, Doug Bilse, will present an update to the La Costa
Improvement Plan.
RECOMMENDATION:
Information item only.
