BACKGROUND: In January 2011, staff submitted a Capital Improvement Program (CIP) Project Request for traffic improvements on Kelly Drive to be included in the pending FY 2011-2012 CIP. The CIP Committee has requested that this proposed project be submitted to the Traffic Safety Commission for their recommendation. DATA: Kelly Drive provides access to El Camino Real from the adjacent residential neighborhoods, and Kelly Elementary School which is located on the west side of Kelly Drive between Hillside Drive and Park Drive. Kelly Elementary School has two·one-way access driveways ( one entry only and one exit only) on Kelly Drive, creating a looped ingress and egress to the school's parking lot and limited student drop-off /pick-up area (see Exhibit 1 ). During school hours, the limited drop-off/pick-up area backs up with vehicles, causing parents to park on both sides of Kelly Drive to drop-off or pick-up their children. Parents dropping off or picking up their children on the east side of Kelly Drive typically park their vehicle, and cross the street (mid-block) with their children. This causes pedestrian safety crossing concerns due to the lack of a nearby controlled pedestrian crossing. Kelly Drive is unclassified on the Circulation Element of the General Plan; however, it functions as a residential collector street. Kelly Drive is fully improved with curb and gutter, sidewalks and street lights on both sides of the street. Kelly Drive was built in 1967 to secondary arterial street standards, having a curb to curb width of 64 feet. At that time, Kelly Drive was projected to be extended across the wetlands east of Agua Hedionda Lagoon to Cannon Road. However, establishment of the Coastal Commission and environmental laws in 1972 ended the plans to ever extend Kelly Drive south of Park Drive. Striping has been used to narrow the 64 foot wide roadway by providing a single travel lane, a bike lane, and a parking lane in each direction with a two-way left tum lane in the center of the street. Page I CITY OF CARLSBAD TRAFFIC SAFETY COMMISSION STAFF REPORT COMMISSION MEETING OF: ( continued) June 6, 2011 ITEM NO. 6A Traffic control on Kelly Drive is provided by a traffic signal at the intersection of El Camino Real/Kelly Drive and a stop sign at the intersection of Kelly Drive/Park Dr. The intersection of Hillside Drive/Kelly Drive is controlled by a stop sign on Hillside Drive. There is a painted school crosswalk on Hillside Drive at Kelly Drive. An adult crossing guard assists school pedestrians crossing Hillside Drive at Kelly Drive during the morning school arrival and the afternoon school departure times. Kelly Drive has been posted with a 25 mph speed limit sign in each direction, but is considered non- enforceable since there is no Engineering and Traffic Survey supporting the 25 mph speed limit. The Kelly Elementary school zone is appropriately posted with school zone s1gnage. A request for improvements on Kelly Drive at Kelly Elementary School was made by Michelle Dastyck who is on the Kelly Elementary School PT A and is a member of the Kelly Elementary School Safety Committee. The request was made in a letter sent to staff dated October 1, 2010 and included a petition signed by 28 people (see Exhibit 2). Ms. Dastyck requested that three improvements be considered: 1. A raised pedestrian crosswalk across Kelly Drive directly adjacent to Kelly Elementary School, including curb extensions and a raised median. 2. A RIGHT TURN ONLY condition out of the exit-only school driveway. 3. A traffic circle at the intersection of Kelly Drive and Park Drive to better facilitate u-tums. Based on staffs evaluation of the request and discussions with the Transportation Director, a request for funding via the Capital Improvement Program was initiated. The improvements requested in the Kelly Drive Improvements CIP Project include constructing the following improvements on Kelly Drive: mid-block curb extensions on both sides of the street, a raised median, and stop-controlled painted school crosswalk on Kelly Drive at the school exit only driveway, and a traffic circle at the intersection of Kelly Drive/Park Drive. The proposed improvements will provide the following benefits: • The mid-block curb extensions and raised median will reduce the roadway width and thereby reduce the crossing distance for pedestrians. • The raised median will provide a "safe haven/pedestrian refuge" half-way across the street for pedestrians crossing Kelly Drive. • The stop-control will provide a controlled pedestrian crossing between the parking area on the east side of Kelly Drive and Kelly Elementary School. Page 2 CITY OF CARLSBAD TRAFFIC SAFETY COMMISSION STAFF REPORT COMMISSION MEETING OF: ( continued) June 6, 2011 ITEMN0.6A • The raised median constructed across the school exit driveway will improve overall circulation by physically restricting left turns and requiring a RIGHT TURN ONLY for vehicles exiting the school driveway. • The traffic circle at the intersection of Kelly Drive/Park Drive will facilitate overall traffic circulation at the intersection and at the school exit driveway during student drop-off and pick-up times by providing a U-tum movement for the vehicles forced to tum right from the school exit driveway who want to go back northbound on Kelly Drive. Staff cannot support the request to install a raised crosswalk across Kelly Drive at the school exit driveway due to concerns by the Carlsbad Fire Department for potential impacts to emergency response times. The proposed stop-condition on Kelly Drive would make the raised crosswalk unnecessary. Based on the above findings, staff recommends approval of a FY2011-2012 CIP Project to construct the proposed traffic improvements on Kelly Drive to enhance school pedestrian crossing access, safety and traffic circulation at Kelly Elementary School as requested by the Kelly Elementary School PT A and Safety Committee. The proposed traffic improvements have been estimated to cost approximately $267,500, which includes the design and construction inspection costs. RECOMMENDATION: Based on the findings contained in this report, the Traffic Safety Coordinating Committee recommends approval of a FY 2011-2012 CIP Project to construct traffic improvements on Kelly Drive to enhance school pedestrian crossing access, safety, and traffic circulation at Kelly Elementary School. NECESSARY CITY COUNCIL ACTION: The City Council must approve and include a CIP Project to construct the traffic improvements on Kelly Drive in the FY 2011-2012 CIP Program which is part of the City's FY 2011-2012 Budget as recommended. After discussions with many other PTA members (please see attached petition) as well as school officials, there is a desperate need for a complete plan/solution rather than a band aide to pedestrian crossing and traffic calming on Kelly Drive in the areas in front of and surrounding Kelly Elementary. With the current traffic flow and road conditions, it is only a matter of time before a serious injury occurs to a child. Upon researching I discovered that there have already been traffic accidents Involving vehicles. And a vehicle, while on Kelly drive near Kelly Elementary, struck at least one adult pedestrian. Therefore, the argument that you have presented to others and myself stating, "there have not been any incidents" is not at all accurate. The Car1sbad City Council and your department are asked to determine an all inclusive solution that will remediate the unsafe crossing conditions, excessive vehicle speeds (due to the width of Kelly Drive) along with the problem of vehicles having perform u-tums with great caution due to the unsafe conditions at the intersection of Kelly Drive and Park Drive. We see this being accomplished by 1.) Adding a pedestrian crosswalk across Kelly Drive in front of Kelly Elementary with curb extensions, a raised crosswalk and a median. (This crosswalk woufd loOk much like the one already constructed on Chestnut Avenue between Harding Street and Jefferson Street). 2.) Creating a Right Tum Only out of the Kelly Elementary parking lot. (Much like the one already constructed at Chestnut Avenue and Jefferson Street). 3.) Adding a roundabout at the intersection of Kelly Drive and Park Drive to create a safe intersection for making au-turn. PLEASE SEE ATTACHED RENDERINGS Of ABOVE Our goal as parents and community members is to reduce speeds in the Kelly School zone and provide a safe school crosswalk for pedestrians to cross Kelly Drive in front of Kelly Elementary.
