SAN DIEGO, CA 92128 Ccicyof Carlsbad SUBJECT: PRE 2023-0067 (DEV2023-0163) -PROPOSED CROSSWALK 1950 CVR RIGHT-OF-WAY (ADJACENT APNS: 212-092-24-00 & 212-093-12-00) Dear Arati Rangaswamy, Thank you for submitting a preliminary review application for pedestrian striping proposed in the public right-of-way and on private properties located at 1950 Camino Vida Robe ls and 5838 & 5858 Edison Place. The proposal generally involves the following: • Creation of a crosswalk within the Camino Vida Robles right-of-way; and • Creation. of a walkway from the existing Alphatec office building located at 1950 Camino Vida Robles to the crosswalk. • Creation of marked pedestrian path with the width of Edison Place, which is a private street/access easement. The path would link the 5838 & 5858 buildings to the crosswalk. In discussion with the project applicant, an alternative was also considered that would only connect the 5838 Edison Place building to the crosswalk by creating a new paved walkway through an existing landscaped area. This option would not impact or make changes to the private street/easement (Edison Place). Responses in italics below are in response to this project option. In response to your application, the Planning Division has prepared this comment letter. Please note that the purpose of a preliminary review is to provide you with direction and comments on the overall concept of your project. This preliminary review does not represent an in-depth analysis of your project. It is intended to give you feedback on critical issues based upon the information provided in your submittal. This review is based upon the plans. policies. and standards in effect as of the date of this review. Please be aware that at the time of a formal application submittal, new plans, policies, and standards may be in effect and additional issues of concern may be raised through a more specific and detailed review. Planning: General 1. General Plan and zoning designations for the property are as follows: a. General Plan: Pl, Planned Industrial b. Zoning: Planned Industrial (P-M) Zone c. The project, requires the following permits: a. Amendment to Nonresidential Planned Development permit, PUD 88-05 -Required to modify the access easement/private street, Edison Place, to allow striping of pedestrian walkway within street width. An application to modify the easement will need to be endorsed by the owner's association of the four properties on Edison Place, which were created by approval of PUD 88-05, or endorsed by all four property owners. b. Consistency Determination -A Consistency Determination will be needed for improvements on 1950 Camino Vida Roble to establish consistency with Site Development Plan SDP 2019-0012. If the alternative project is pursued, which does not include changes to the access easement/private street of Edison Place, only a Consistency Determination application will be required. This application is needed to establish that the project is consistent with both the Site Development Plan for 1950 Camino Vida Roble {SOP 2019-0012} and the Planned Industrial Permit PIPBB-05. The City Planner will be the decision maker for the above entitlements. Other non-discretionary permits to construct in the right-of-way and on private property will also be required once the above entitlements are approved. 3. Please be aware that some concerns have been raised about the safety of pedestrians who will be walking within the private street, Edison Place, given the width ofthe street. There are no specific city standards for minimum private street width for vehicles and pedestrians within a nonresidential planned development. The applicant will be responsible to provide documentation that any proposed changes to the private street would meet accepted industry standards and best practices. Land Development Engineering: Prior to formal application for the discretionary permit submittal the following items must be adequately resolved/addressed, unless otherwise noted: 1. Please note Edison Place is a private street with an easement for general utility and public access over, under, upon and across Parcel 2 (5858 Edison Pl) and Parcel 3 (5838 Edison Pl). 2. Preliminary review exhibits do not reflect current conditions of raised crosswalk on Gateway Road. Striping design at crosswalk has changed, please refer to improvement plan, DWG 497-4, sheet 8. 3. Please provide a Preliminary Title Report (current within the last six (6) months) for Parcel 2 & 3 with the improvement plan submittal. 4. Please annotate and delineate all existing easements and encumbrances listed in the Preliminary Title Report on the improvement plan. This project plans shall utilize City of Carlsbad Survey Control Network established on Record of Survey Map 17271, NAD83, Zone VI, 1991.35 Epoch for horizontal control and NGVD 29 datum for vertical control per City of Carlsbad Engineering Standards. 6. A separate improvement plan for work within the right-of-way and over the easement is required for this project, please refer to improvement plan submittal checklist E-8 found on the city's website. 7. Plans must delineate and annotate the profile of existing finished grade of the street per improvement plan, DWG 224-1, found on the city's public records website. 8. On the site plan, please show and identify all existing surface improvements screened back (curb, gutter, sidewalk, paving, manholes, inlets, streetlights, adjacent driveways, vaults, transformers, etc.) at the project site, project frontage and within 25 feet of the scope of work area. Reference drawing numbers of record include: DWG 298-6, DWG 523-3A 9. Striping plans for Tamarack Avenue have been included for reference as a guide. Project plans for proposed crosswalk must include the following: a. Existing right-of-way width and existing improvements on Camino Vida Roble. b. Existing easement and existing improvements on Edison Place. c. Cross section and plan view of proposed raised crosswalk Camino Vida Roble. d. Proposed striping on Camino Vida Roble and Edison Place. e. Vertical curve and required stopping sight distance over the vertical curve in relation to the proposed crosswalk on Camino Vida Roble. f. Drainage design at the proposed raised crosswalk on Camino Vida Roble to meet current city standards and requirements. 10. Please show location and dimensions of all accessways and pathways as required for compliance with Title 24-State Accessibility Requirements. 11. Please show all existing utilities and callout size for: water, sewer, storm drain, underground dry utilities, streetlights and laterals affecting the properties on Camino Vida Roble and Edison Place. 12. Locate fire service, backflows, potable and recycled water services, meters, landscape irrigation services, and sewer laterals near the proposed work area. 13. This project will require an encroachment agreement for proposed private improvements. 14. Please plot stopping sight distance at all driveways and corner sight distance at all street intersections. 15. Please be advised that a more in-depth review of the proposed development will occur with the discretionary permit application when a more complete design of the project is provided.
