Re: Genasys EVAC: Countywi e Evacuation Management System (Districts -All)
This memorandum provides information related to Genasys EVAC, the new San Diego
countywide evacuation management system.
Background
Genasys EVAC is the new San Diego countywide evacuation management syst em that will be
used by Police and Fire departments to plan, conduct, and communicate emergency evacuations.
This system will be implemented by San Diego County and all 18 incorporated cities therein,
including the Cit y of Carlsbad, beginning on May 1, 2024.
The development and operating costs for Genasys EVAC are covered under existing agreements
with San Diego County and are already included in the city budget.
Discussion
Emergency Operations
In preparation for the implementation of Genasys EVAC, first responders from the Carlsbad
Police and Fire departments have already participated in requisite training and are prepared to
implement the system on May 1, 2024, as scheduled.
Genasys EVAC utilizes risk-driven data and predesignated evacuation zones to provide enhanced
capability over the region's current evacuation management system. The predesignated zones in
t he City of Carlsbad were configured based on multiple factors including topography, roads, and
hazard risk. Additionally, the Carlsbad Fire Department, Police Department, and Emergency
Management staff further customized t hese zones based on local knowledge and previous
incidents, such as the Poinsettia Fire.
During an emergency, the Carlsbad Police and Fire departments will use Gena sys EVAC to plan,
conduct, and communicate emergency evacuations according to impacted zo nes. Concurrently,
these departments will update the visible status of impacted zones from a normal status to an
emergency status to indicate critical updates such as evacuation orders, shelter-in-place orders,
and other public safety advisories. Updating the zone status in real-time allows first responders

to quickly communicate zone status and critical, lifesaving information directly from the field to
other first responders and the community.
It is important to note that Genasys EVAC works in coordination with Alert San Diego, the
regional emergency mass notification system. During an emergency, in addition to using Genasys
EVAC, first responders will continue to send alerts and warnings, such as evacuation orders,
through Alert San Diego.
A sample map ofthe Genasys EVAC predesignated zones in Carlsbad is included in Attachment A.
Additionally, a complete view of the predesignated zones is available on line at Genasys Protect
https://protect.genasys.com/search.
Community Member Engagement
While Genasys EVAC is used by first responders, there is a corresponding publicly accessible
website and mobile app known as Genasys Protect. The Genasys Protect website contains a map
that displays the status of each predesignated zone using a shaded color (e.g., zones under an
evacuation order will appear in red). Also, residents can look up their home address and use the
Genasys Protect map to find evacuation and critical incident information for their area.
The Carlsbad Police, Fire, and Communications departments are preparing a public outreach
campaign to inform community members about Genasys. This public outreach campaign is
scheduled to begin in April 2024, and will be conducted in coordination with the San Diego
County Office of Emergency Services.
The Genasys public outreach campaign will encourage community members to:
• Identify their home zone on the Genasys Protect map on line
• Download the Genasys Protect mobile app
• Register for Alert San Diego to receive emergency alerts and warnings
As applicable, we are seeking City Council support in amplifying these messages throughout the
City of Carlsbad.
Next Steps
Genasys EVAC is one element of a comprehensive emergency evacuation system used
throughout San Diego County. The City of Carlsbad is prepared to implement Genasys EVAC to
plan, conduct, communicate emergency evacuations beginning on May 1, 2024.
