Our evaluation indicates that the expected trip generation of 449 average daily trips is well within the trip generation assumptions of the SANDAG (Carlsbad Traffic Model for this area. No additional traffic analysis, beyond site specific evaluation of the project driveways, should be needed, since off-site cumulative traffic impacts have been addressed in the circulation evaluation of the Master EIR of the City of Carlsbad General Plan. I. Trip Generation Comparison to SANDAGICarlsbad Traffic Model Provided below is a description of the attachments and an explanation of our evaluation. Attachment 1 shows the project site plan, which shows nine buildings totaling 56,150 square feet. The SANDAG trip generation rate for this type of use is eight trips per 1,000 square feet, so the project is expected to generate 449 vehicle trips. Attachment 2 shows the plot plan for Parcels 3 and 4, which total 4.8 acres. The trip generation rate per acre is calculated at 935 trips per acre (449 ADT + 4.8 acres = 93.5 ADT7acre). Attachment 3 includes documentation from the SANDAG(Carlsbad Traffic Model showing the I following: Page 2: Traffic analysis zones, including project TAZ. May 3, 2005 Page 5: A trip generation calculation from TAZ 740 within which the project is located. The traffic model assumes 190 ADT(acre within this traffic analysis zone. Since the project would generate approximately 93.5 trips/acre, the project traffic is well within the 190 trips(acre assumption for the project area within the traffic model. II. Driveway Evaluation Also, as you requested, we have evaluated the driveways serving the project and the two existing buildings on Parcel 1 to the west and Parcel 2 to the north. Attachment 4 shows the peak hour trip generation for each of the parcels. Attachment 5 includes a distribution of expected AM IPM peak hour trips into and out of the three driveways serving these parcels. As shown in this figure, peak hour trips at these driveways are expected to be no higher than 74 vehicles per hour at any one turning movement, or on average, slightly more than one vehicle per minute turning in any one direction during the peak hour. Attachment 6 shows detailed peak hour volumes at the central driveway which is expected to have the highest volume of the three driveways serving these parcels. The east and westbound peak hour flow on Faraday Avenue is also shown. The Faraday Avenue volumes are taken from recent traffic counts at the College Boulevard /Faraday Avenue intersection. Attachment 7 iicludes Highway Capacity Manual worksheets for evaluating intersection capacity at unsignalized locations. The central driveway with higher expected volumes than the other two driveways, and the internal driveway intersection directly to the north, have been evaluated.
